The Opportunity:

Tetra Tech is adding an Environmental Planner/Project Manager to provide permitting, compliance and project management services within our energy, mining, and federal lands practices market sectors. These projects include commercial energy (transmission lines, solar and wind farms), natural gas pipelines, mine development, mine closure, and National Environmental Policy Act (NEPA) support. This position will ideally be located in the Tetra Tech Boise, ID office.

 

The primary focus for this position will be supporting projects as part of our growing energy and mining practice. Project work may include managing environmental permitting for renewable energy projects (wind, solar, battery energy storage, hydro), mining and various linear projects (transmission, pipeline and other utilities).

 

Successful candidates will have a strong technical background in siting, permitting, and evaluating environmental impacts of renewable energy (or other) projects for NEPA compliance. Experience working with the following environmental, regulatory and land use agencies is desired: U.S. Army Corps of Engineers (USACE), U.S. Fish & Wildlife Service (USFWS), U.S. Forest Service (USFS), and Bureau of Land Management (BLM), Department of Defense (DOD) state agencies (or similar), and/or local county and city planning departments. Our ideal candidate will have experience in the western U.S. with permitting or NEPA compliance with solar, onshore wind, energy storage and transmission line siting and routing or mining.

Position Summary:

The Environmental Planner/Project Manager will support and manage projects involving renewable energy (wind, solar, battery energy storage, hydro), mining, and linear infrastructure (transmission, pipeline, utilities), providing leadership across permitting, regulatory compliance, stakeholder engagement, and project execution.

 

Essential Job Functions:

  • Support and/or serve as Project Manager on environmental permitting and compliance projects.
  • Lead and contribute to critical issues analyses and siting studies.
  • Prepare and manage federal, state, and local land use and resource permit applications.
  • Develop proposals and detailed cost estimates.
  • Manage environmental studies and technical resource analyses, coordinating multidisciplinary subject matter experts.
  • Support development of public outreach materials including communication plans, stakeholder databases, fact sheets, newsletters, brochures, and websites.
  • Manage project schedules, budgets, and deliverables.
  • Coordinate project logistics and workflow, including task assignments, internal reviews, submittals, and agency responses.
  • Facilitate project meetings, stakeholder outreach, and public meetings; track and document stakeholder communications.
  • Conduct activities in line with internal procedures, legislation, and industry standards.
  • Pursue continuous professional development and maintain a high degree of discipline knowledge and awareness.
  • Work in a safe manner at all times and report all health and safety incidents and concerns.
  • Additional duties as required.

 

Required Qualifications:

  • Bachelor's or Master's Degree in a related field such as environmental planning, environmental studies, natural resources, or similar degree or equivalent. 
  • 5 to 8 years of demonstrated work experience performing similar tasks.
  • Knowledge and familiarity of state agency ancillary permitting processes such as Idaho DEQ 401 Water Quality Certification or TMDL programs.
  • Prior environmental consulting or government agency experience strongly preferred.
  • Ability and interest in working as part of a team in a fast-paced consulting environment with the capability to effectively communicate both verbally and in writing.
  • Strong follow-through skills, attention to detail and work quality.
  • Ability to act independently with task management roles.
  • Ability to work well with all levels of management, outside vendors and internal and external clients.
  • Sensitivity to confidential information is a must.
  • Demonstrated writing abilities, organizational skills, competency with basic business computer applications.
  • Competency with Microsoft Office software (Word, Excel, PowerPoint, Outlook) is required.
  • Willingness and ability to travel for project work.
  • MDL programs.
  • Prior environmental consulting or government agency experience strongly preferred.
  • Must possess a valid driver's license with a clean driving record without restrictions.

 

Physical Requirements:

  • Ability to sit, stand, and work at a computer for extended periods.
  • Ability to travel to project sites, attend meetings, and participate in field activities as needed.

 

Work Environment / Environmental Factors:

  • Office-based work environment with periodic travel to project sites, agency meetings, and public meetings.
  • Exposure to outdoor field conditions during site visits may include varying weather and terrain.

Compensation:

Pay commensurate with experience.

Pay Range: $80,000 – $110,000 annually

 

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience and demonstrated work experience in the above role; skills, certifications, and competencies that align to the specified role; geographic location; and education, as well as contract provisions regarding labor categories that are specific to the position.
