Tetra Tech is recruiting an experienced Energy Finance and Private Sector Specialistin support of the USAID Bangladesh Advancing Development and Growth through Energy (BADGE) project. BADGE works to improve energy security and resilience in Bangladesh by improving access to affordable, reliable, and sustainable energy systems, and promoting transparent and efficient energy markets.  The Energy Finance and Private Sector Specialistwill report to the Chief of Party and lead all operations for the 25-person BADGE field office in Dhaka to ensure implementation of activities on time and within budget. The Energy Finance and Private Sector Specialist. for will play a pivotal role in the technical assistance project, supporting the Director of Energy Procurement and Project Finance in transparent and best-value energy procurement, developing business models for various energy projects, and driving the advancement of clean energy investment in the country through private sector engagements. The Specialist will be responsible for creating and nurturing relationships with private sector entities to foster a conducive environment for collaboration and investment in renewable energy initiatives.

Position responsibilities

  • Transparent and Competitive Procurement Mechanism Establishment: Support the development of standard documentation, rules, and manuals and design of enabling regulatory and legal frameworks to conduct competitive electricity procurement mechanisms such as reverse auctions.
  • Regulatory Framework Design: Assist in identifying gaps and advise in designing regulatory and legal frameworks supportive of innovative electricity procurement mechanisms.
  • Policy Framework and Business Model Development: Conduct market assessments and feasibility studies to propose new policy and business models conducive to the adoption of advanced clean energy technologies. Support policy dialogues with counterparts on various issues, particularly focusing on creating investment-friendly policy frameworks.
  • Market Mechanism Development: Analyze the current electricity market status and advise on adopting advanced market mechanisms including the wholesale electricity market to increase the efficiency and competitiveness of the sector.
  • Viability Analysis: Analyze the viability of various sustainable energy solutions, financial models, and business frameworks, assessing their potential impact.
  • Stakeholder Engagement: Cultivate relationships with key stakeholders, including government entities, private sector representatives, project developers, development partners, and technology providers, and seek opportunities to collaborate with potential stakeholders which are key to promoting the project goal.
  • Financing Mechanisms: Identify, recommend, and implement traditional and innovative financing mechanisms, public-private partnerships, and risk mitigation instruments.
  • Risk Mitigation and De-Risking: Support initiatives to de-risk projects and attract commercial lenders.
  • Capacity Building: Support capacity-building activities for key energy agencies, commercial lenders, and private sector entities.
  • Advisory Role: Support development and implementation of advisory works on renewable energy projects and collaborate with various stakeholders to facilitate the financial closure of renewable energy projects.
  • International Coordination: Coordinate with international donors in the clean energy sector to leverage funding for projects.
  • Work Plan Development: Support the Director of Renewable Energy Policy and Finance in designing, developing, and implementing the work plan.
  • Technical Writing: Produce technical notes, reports, briefings, presentations, and summaries as requested by team leader/ management.
  • Miscellaneous Duties: Perform other related duties as assigned.          

 

  

    

Minimum qualifications

  • Master's degree (or equivalent) in finance, economics, engineering, management, law, or related fields with 5+ years OR Bachelor's degree (or equivalent) with 7+ years of relevant experience.
  • Experience and involvement in the development of and transactions for energy or other infrastructure projects, public-private partnerships, financial modeling, and project financing.
  • Knowledge and/or understanding of energy markets, policies, and regulatory environment.
  • Knowledge and/or understanding of the financing landscape of energy projects, financial instruments, and financial markets
  • Familiarity with current Bangladesh government regulations and incentives in renewable energy, energy efficiency and other advanced energy systems, and utility planning, procurement, and operations.
  • Fluent in English (reading, writing, and oral presentation) and preferably in Bangla.
