Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech seeks an Electricity Expert—Market Development to implement reform activities aimed at enhancing the development and regional integration of the Ukrainian electricity market as well as advancing its transparency, competitiveness, and attractiveness to private sector investors. The expert will liaise with various stakeholders to advance reform and facilitate private sector investments, including government and regulatory bodies, industry partners, and donor projects. This position will report to the Deputy Electricity Lead—Market. This is a full-time position for Ukrainian citizens for the duration of the program (until April 2029), to be based in the Kyiv office. Occasional travel around Ukraine may be required.
Position Responsibilities
- Build and maintain effective partnerships with Ministry of Energy, Regulator (NEURC), Committee on Energy and Utilities of the Verkhovna Rada of Ukraine, Market Operator, Ukrenergo, Guaranteed Buyer, electricity producers, associations, distribution system operators, international donors, and other relevant stakeholders to advance electricity market reform in line with national and international objectives
Conduct market analyses, review policies, develop studies, and draft reports related to electricity market reform with the goal of full market integration
Supervise drafting of primary and secondary legislation related to electricity market development to address challenges and to ensure compliance with international commitments
Plan and lead project activities to implement roadmaps for regional market integration, including day-ahead and intraday coupling through capacity allocation and congestion management (CACM), and integration of the balancing market with regional platforms (e.g., PICASSO, MARI) by implementing the Electricity Balancing Guideline
Develop, in close collaboration with all electricity team members, regulations, concepts, roadmaps, and tools to enhance electricity market transparency and competition and to eliminate non-market mechanisms to foster private sector development
Lead the preparation and implementation of a roadmap to achieve competitiveness in all electricity market segments (day-ahead, intraday, bilateral contracts, real-time balancing, etc.) in consultation with national and international stakeholders
Develop, in collaboration with the team, market mechanisms to improve competition and liquidity in energy trade across various segments of the electricity market, including facilitating standardized products and contracts, corporate power purchase agreements, and guarantees of origin
Develop and implement proposals for stable financial settlement in the electricity market and avoid debt accumulation in market segments
Support financial modeling and analysis of the electricity market, including the renewable energy support mechanism and the household public service obligation
Help plan and implement capacity-building and knowledge management activities for the electricity sector
Required Qualifications
Bachelor's degree in electrical engineering, economics, business administration, finance, or other relevant fields
Minimum of six years of relevant experience in the energy sector, particularly in electricity market, regulatory affairs, and energy trading
Experience with legislative drafting, energy market reform/liberalization, and regulatory analysis with in-depth knowledge of Ukrainian primary and secondary energy legislation and the EU acquis
Strong understanding of the problems and challenges in the electricity market (especially in the organized whole market segments) and ways to resolve them
Experience working with high-level stakeholders, including the Ukrainian Parliament, government, international partners, and the business community
Proven ability to build consensus and facilitate discussions among diverse stakeholders, ensuring alignment on critical legislative priorities
Analytical skills; experience working with detailed technical data and reports
Experience developing and implementing energy policies and strategies
Understanding of current worldwide trends and practices related to electricity market development and regional integration
Good writing and communication skills, including the ability to communicate complex information and deliver verbal and written messages effectively
Fluency in Ukrainian and full proficiency in English
Advanced proficiency in MS Suite: Word, Excel, PowerPoint, and Teams
Preferred but Not Required Qualifications
Master's degree in energy management, electrical engineering, economics, business administration, or a related field
Experience in management positions in the energy sector, particularly in the field of electricity market reform/liberalization
Experience in donor-funded international projects or U.S. government-funded projects specialized in the energy sector

Physical Demands and Work Environment
This position will require regular attendance at the office in Kyiv and may entail occasional travel within Ukraine to interact with local stakeholders.
