Project Summary:
The Promoting Rule of Law Activity (PROLA) is a five-year activity funded by USAID/DRC. This activity helps the Government of the Democratic Republic of Congo (GDRC) fight corruption and promote equal and equitable access to justice in DRC to improve public perception and trust of the judiciary by 1) increasing transparency, accountability, and integrity in the justice system to promote equal and equitable justice and support the DRC's anti-corruption efforts; 2) empowering civil society to demand GDRC commitment to judicial independence and contribute to judicial reform; and 3) increasing equal and equitable access to justice for all

Position Summary:
The Deputy Chief of Party (DCOP) will support the successful implementation of a USAID-funded project focused on advancing judicial reform and promoting equitable access to justice. The DCOP will oversee key project deliverables, build the capacity of civil society organizations, and lead efforts to combat judicial corruption while ensuring people centered justice for marginalized communities. This position is anticipated to last the duration of the project with the DCOP acting as Chief of Party (COP) when necessary.
Responsibilities:
- Provide overall strategic vision, management, and technical direction to ensure achievement of target objectives and results.
- Coordinate activities with senior management team to ensure the end goal of increasing public trust in the judiciary.
- Ensure program deliverables are on time and meet client expectations.
- Conduct both long-term and short-term planning of activities engaging staff, partners, and home office.
- Review proposed activity workflows and deliverables.
- Manage external relationships with stakeholders, including grantees and partners.
- Participate in work planning, performance management, data collection, quality assurance, budgetary control, and responsiveness of technical assistance to ensure compliance with USAID regulations.
- Lead PCJ advisory council, comprised of technical and MEL staff from MSI, partners, and stakeholders.
- Draft technical deliverables and project reports as needed in French and English.
- Supervise country-based technical staff.
- Serve as acting COP as needed.
Qualifications:
- Bachelor's degree in human rights, international development, or related field is required.
- Minimum 10 years of professional experience in implementing and managing access to justice programming in DRC and/or the Great Lakes Region required.
- Experience in human rights-based approaches to sustainable development, including the use of people-centered approaches to accessing justice for marginalized populations required.
- Experience supervising diverse teams and managing stakeholders required.
- Knowledge of Judicial reform issues and programming in DRC required.
- Experience in building the capacity of civil society organizations required.
- Experience with data collection and analysis, specifically pertaining to justice needs and institutional performance preferred.
- Ability to produce new and innovative ideas required.
- Ability to build consensus among groups with diverging opinions and priorities and to develop solid working relationships with civil society and government agencies preferred.
- Fluency in written and spoken French and English required.
