Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.

 Position responsibilities

Tetra Tech is recruiting a Deputy Chief of Party (DCOP)-Procurement who will have primary responsibility for managing Component 4 of the SPARC contract, pursuant to which Tetra Tech will procure a range of energy equipment for program implementation and in response to wartime needs. The immediate priority will be on goods and services to support system stabilization and restoration. Longer-term priority investments will focus on orienting the sector toward EU standards. They will provide oversight and management of the full lifecycle of project procurements and subcontracts. Although a significant amount of procurement and delivery of goods is anticipated, the delivery of technical services is also required, together with the disbursements of Grants Under Contract.  This position reports to the Chief of Party and will be based in Kyiv, Ukraine.  Position responsibilities

  • Plan and implement the full lifecycle planning and implementation of the project procurements and subcontracts, from working with technical teams on the development of technical specifications, to publishing request for proposals/quotations/applications, through to evaluation, negotiation, award, and delivery, including development of requisite USAID approvals.
  • Provide QAQC on procurement activities. 
  • Coordinate with COP and DCOP–Technical to develop procurement needs, timelines, and implementation plans.
  • Support setting up and overseeing the supply chain for delivery of goods to Ukraine in manner that is efficient and compliant. 
  • Serve as a resource for procurement/subcontract questions, training, policy and procedure interpretation and alignment, and work closely with technical teams accordingly.
  • Update project-level procurement/subcontracting plan on a quarterly basis with the technical teams to align with the project work plan, contract, and cost objectives. 
  • Meet regularly with teams to discuss procurement needs and develop timelines and implementation plans.
  • Negotiate subcontract scope and deliverables terms, as applicable, in compliance with US Government acquisition regulations.
  • Review and negotiate complex budgets (FFP, CPFF, and T&M) with subcontractors.
  • Maintain communication with Tetra Tech's home office staff on contractual, operational, and financial aspects of the project as related to procurements/subcontracts.
  • Review and manage the procurement/subcontract process according to Tetra Tech's procurement workflows, including finalizing oversight of procurement packages for home office review/approval.
  • Ensure procurement/subcontract files are properly documented and closed upon completion of an activity.
  • Oversee Grants Under Contract (GUC) and development of GUC management plan.
  • Ensure cost allowability, allocability and reasonableness.
  • Other duties as assigned.

 Minimum qualifications

  • Bachelor's degree in business administration, law, accounting, economics, finance, or a related field
  • 10+ years' progressively responsible experience in leading contracts/procurement/operations of USAID projects 
  • In-depth knowledge of USAID FAR governing procurements and contracts
  • Demonstrable procurement experience in the energy sector as part of USAID-funded and/or donor projects
  • Excellent organizational skills to meet deadlines, strong communications skills – both oral and written, detail-oriented, ability to work independently.
  • Excellent organizational skills with the ability to work well under pressure and perform numerous tasks simultaneously.
  • Proven ability to manage internal and external client expectations.
  • Experience supervising staff.
  • Fluency in English 

 Valued qualifications

  • Experience working in international development, energy, and/or environment sectors. 
  • Experience using e-procurement platforms.
  • Field experience
  • Fluency in Ukrainian or Russian.
  • Master's degree

 Line management responsibility

  • Line Management of 3-4 managers within the procurement team

Physical demands & work environment

  • Based in SPARCs office in Kyiv, Ukraine
  • Travel outside Kyiv and within Ukraine subject to security conditions.
