Position Summary:

The Country Expert Consultant will serve as a member of the assessment team engaged by MSI in collaboration with Navanti to conduct a Democracy and Governance (DG) assessment for the US Agency for International Development (USAID) in the Philippines. Under the guidance of the Team Lead and in collaboration with other team members, the Consultant will contribute to the assessment's literature review and to planning, preparing and conducting primary data collection (comprised of semi-structured interviews with those identified as key informants from government and non-government sectors other donors, and experts). The Consultant will also participate in internal and external briefings and team meetings relevant to the assignment, and will contribute to data analysis, and to writing, revising, and editing the assessment report. This position will be based in Manila, the Philippines.Specific assignment dates are to be determined; assignment period between November 1, 2023 and March 11, 2024.    

 

Responsibilities:

  • Review all relevant documents and materials, including USAID's DG Strategic Assessment Framework (SAF), documents provided by the USAID Philippines Mission, and other materials necessary to the DG assessment.
  • Serve as one of the primary authors of the literature review, on the basis of the document review and under the guidance of the Team Lead.
  • Participate in assessment work planning and preparation virtual meetings.
  • Help to identify key actors, individuals, and organization to be interviewed.
  • Contribute to identifying and obtaining sources of information and perspective important to thorough analysis of the DG sector.
  • Conduct semi-structured key informant interviews according to the assessment schedule and as agreed with the Team Lead in Manila and selected provincial locations.
  • Contribute to analyzing the secondary and primary data, and to drafting written summaries of the findings.
  • Participate as needed in preparing and conducting presentations, briefings, meetings with USAID.
  • Draft specified sections of the assessment report and revisions as needed, based on consultations with the Team Leader.
  • Contribute to the final report draft and incorporation of USAID's input as needed.
  • Contribute to the preparation and delivery of post-assessment presentation to USAID.
  • Input into planning and preparation of the in-country data collection, identification of key informants, and sequencing and organization of interviews.
  • Contribute to the draft literature review, as defined in collaboration with the Team Lead.
  • Gather interview notes from key informant interviews as agreed with Team Leader.
  • Write summaries of data analysis in a format agreed with the Team Lead.
  • Draft of major sections of the assessment report, report reviews and revisions as requested and agreed upon with the Team Lead.
  • Contribute to edits/additions as required by USAID and agreed upon with the Team Lead.
  • Contribute to post-assessment presentation to USAID, in collaboration with the Team Lead.

 

Qualifications:

  • Master's degree in political science, legal studies, public policy, political economy, or related subjects required.
  • Minimum six years of relevant research experience in the Philippines required.
  • Experience in research, including conducting literature review/desk studies, and in-person and virtual semi structured interviews, qualitative data analysis, synthesizing and summarizing findings required.
  • Experience with international donors, or implementation of internationally funded projects is preferred.
  • Knowledge of the Philippines democracy and governance sector, including democratic institutions and processes, national and subnational political economies, policy making and public administration, civil society and the media/social media required.
  • Familiarity and/or relationships with elected political leaders and officials and technical staff of relevant government institutions such executive branch departments, the congress, the judiciary, as well as with academics and civil society preferred.
  • Ability to produce high quality written analysis under a deadline preferred.   
  • Strong leadership, program and organizational management and communication skills, as well as sound analytical abilities is desired.
  • Strong communication, presentation, and writing skills preferred.
  • Fluency in written and spoken English is required. Fluency in Filipino is preferred.
