Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.

 

Position Summary

Tetra Tech seeks a Construction Engineer who will design and plan important architectural, engineering, and construction activities, including installation works. This role will provide the technical inputs required for program planning and for the preparation and evaluation of tenders related to program construction procurement activities. This position will report to the Infrastructure Manager. This is a full-time position for Ukrainian citizens for the duration of the program (until April 2029), to be based in the Kyiv office.

 

Position Responsibilities

  • Provide engineering and constructability analysis for the design and planning of energy infrastructure projects.
  • Perform project management and quality assurance tasks required for the oversight and delivery of energy infrastructure and construction projects by subcontractors.
  • Participate in the procurement and selection of subcontractors for construction, architect and engineering services, and relevant installation and maintenance services.  
  • Participate in evaluation committees to review bids from subcontractors working on construction.
  • Monitor performance of subcontractors in accordance with applicable U.S. Government regulations and local Ukrainian standards and requirements.
  • Oversee subcontractor adherence to the program's construction implementation plan.
  • Monitor compliance with all conditions and requirements of the program's Initial Environmental Examination.
  • Identify program risk management to resolve issues and potential disputes for construction and installation work in a timely manner.
  • Provide technical input on project planning and tender development for installation and construction works.  
  • Perform other relevant duties as assigned.

 

Required Qualifications

  • Bachelor's degree in electrical engineering, power engineering, mechanical engineering, or other relevant field
  • Minimum of five years of experience with energy infrastructure, power generation, plant operations, or similar in Ukraine
  • Demonstrated professional engineering experience with the planning, engineering, installation, commissioning, or operations and maintenance of energy infrastructure projects and assets
  • Experience with the procurement and management of architecture/engineering and construction services
  • Experience with infrastructure planning including preparing conceptual and detailed scopes of work and cost analysis
  • Experience with the Ukrainian project development process, permits, and closeout procedures
  • Experience with construction coordination, ensuring project quality, schedule, and costs
  • Experience with project communications and documentation required for  architecture/engineering design and construction projects
  • Fluency in Ukrainian and full proficiency in English  
  • Willingness to travel weekly to various locations around Ukraine, as required
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint) and data management tools

 

Preferred but Not Required Qualifications

  • Master's degree in electrical engineering, power engineering, mechanical engineering, or other relevant field
  • Minimum of seven years of experience in small-scale infrastructure development
  • Professional certification, licensure, and qualifications in engineering
  • Experience working on international infrastructure projects and implementing U.S. engineering standards  
  • Experience on donor-funded international projects or U.S. Government–funded projects

 

Other Qualifications:
Candidates lacking the required qualifications for a bachelor's degree in engineering may be considered with a minimum of 10 years of demonstrated professional and practical experience with infrastructure project planning and delivery in the Ukrainian energy sector.

Line Management Responsibility: N/A

Physical Demands and Work Environment:   This position will require regular attendance at the office in Kyiv and will entail frequent travel within Ukraine to interact with local stakeholders.
