Project Summary:

The USAID-funded West Bank Raid Response (WB RR) activity is anticipated to be a two-year project focused on conflict-affected areas in the northern West Bank. It aims to alleviate grievances, strengthen communities' abilities to withstand shocks and stressors, and provide opportunities for youth impacted by violence and conflict. Managed under the GISR MENA mechanism, the activity will operate to respond to immediate and emergent needs, to improve short-term stability in specific geographic areas that have recently emerged as flashpoints.

Position Summary:

The Compliance Associate will be responsible for overall project compliance with USAID and WBG Mission rules and regulations. The Compliance Associate will also be responsible for the vetting clearance processes of the vendors, suppliers, participants, grants, procurement, and will ensure compliance with USAID mission guidance. The Associate will work closely with the procurement, grants, and technical teams to support all vetting processes of staff, vendors, consultants, partners, and any/all recipients of project funding. This role will act as the primary point of contact for matters related to vetting as well as the verification of documents submitted by partners, stakeholders, and beneficiaries, including background documents and grantee files. The Associate will use independent judgment in the performance of their duties and be capable of carrying out work with little guidance or supervision. This position will report to the Deputy Chief of Party (DCOP).

 

Responsibilities:

  • Ensure strict adherence to all regulations specific to the WBG Mission, including vetting requirements (Taylor Force Act), procurement practices, and grants regulations.
  • Collaborate with the WBG Program Support Unit to secure all necessary clearances and permits from Israel for the movement of goods into the West Bank.
  • Oversee vetting processes, ensuring strict compliance with USAID policies and procedures.
  • Compile vetting forms by gathering essential information from relevant entities undergoing vetting.
  • Verify completeness and accuracy of all documents and information, including Partner Information Forms (PIFs), from entities subject to vetting, submitting them to the project in a timely manner.
  • Perform data entry for the online submission of PIFs.
  • Maintain comprehensive master files of vetting documentation and a detailed tracker featuring vetting status, eligibility dates, validity periods, and other pertinent information for all vetted entities.
  • Prepare and maintain a vetting tracker and share with applicable staff on a weekly basis and as needed.
  • Maintain ongoing communication with vetted organizations to monitor changes in key individuals.,
  • Collaborate with the Project Management team for immediate notification to USAID and preparation of documentation for re-vetting in case of any changes.
  • Work closely with the Procurement, Grants, Operations, Technical, and Human Resource teams to integrate vetting requirements into project planning, including training initiatives.
  • Offer continuous guidance to staff on vetting procedures, mandatory provisions, ATC timelines, and other relevant requirements.
  • Notify involved parties on timelines for vetting renewals.
  • Perform other duties as assigned by the supervisor.

 

Qualifications:

  • Bachelor's degree in business administration, finance, accounting, legal studies, risk management, or other relevant is required. 
  • Minimum three years of relevant work experience required.
  • Experience maintaining the confidentiality of sensitive compliance data.
  • Strong tracking and reporting skills with attention to details, interpersonal, and diplomatic skills required.
  • Ability to maintain and build strong professional relationships with a wide range of beneficiaries and organizations.
  • Fluency in Arabic and professional proficiency in English required.
