Project Summary:

The goal of the USAID/OTI Moldova Resilience Initiative (MRI) is to strengthen support for a democratic, European Moldova. USAID/OTI and MSI will work with a coalition of civic, media, and government stakeholders in support of program goals. The program will operate primarily through a small grants mechanism and will rely on ongoing analysis of the local context to inform programming.

Position Summary:

The Communications Consultant will contribute to MRI's efforts to support implementation of strategic communications. The Communications Consultant will contribute to the day-to-day communications and content creation. This is a short-term assignment with an expected level of effort of 120 days. The position will be based in Chisinau, Moldova.

 

Responsibilities:

  • Plan, guide, and supervise the communication activities,
  • Support the implementation of public communication campaigns related to energy efficiency, specifically in buildings and generally for renewable energies.
  • Monitor traditional and social media to identify critical narratives and formulate responses to inform the public.
  • Draft press releases, media advisories, and other communication materials including proofreading as needed.
  • Coordinate media interviews, events, press clubs, press conferences, informal meetings with journalists and opinion leaders.
  • Organize regular ‘live streams' on social media platforms.
  • Contribute creative ideas and content for social media platforms.
  • Contribute to or draft message boxes/briefs and background information on important topics to be shared with stakeholders and multipliers.
  • Supervise or liaise with contractors for media boosting, content design, filming, and editing scripts.
  • Advise on appropriate media placement and saturation inclusive of digital, print and OOH.
  • Coordinate the design surveys and FG guides to measure message reach and impact.
  • Manage and track creative asset placement.
  • Perform other duties as assigned.

 

Qualifications:

  • Bachelor's degree in journalism, public administration or another relevant field is required.
  • Minimum five years of experience working in the communications field is required.
  • Experience with USAID-funded or other international organization projects.
  • Familiarity with USAID communications policies is preferred.
  • Ability to work effectively and harmoniously under pressure in a stressful environment and with partners from different cultural and professional backgrounds is required.
  • Fluency in English, Romanian, and Russian is required.
