Tetra Tech is implementing a donor funded project that addresses commonly requested support needs from small, early-stage, and/or innovative clients. It delivers tailored services to help entrepreneurs overcome obstacles, increase impact, and enhance sustainability.
Tetra Tech is seeking short-term Child Labor/Labor Risk Specialists to play a leading role in supporting work with a coconut processing facility in the Philippines, to help strengthen its labor-risk and supply-chain management, with a focus on child labor.
The Specialists will:
- Labor Risk Supply Chain Assessment and Report: Through desktop research and select site visits, to map current policies, observe on-the-ground labor practices (with a focus on child-labor risks), and engage key stakeholders. Drafting of a report with recommendations and an action plan to align the company's processes with IFC Performance Standard 2, International Labor Organization (ILO) conventions, DFC covenants and local law.
- Conduct a site visit to assess and analyze the company's procurement and supply chain management, and a sample of its suppliers in the area, including conducting key informant interviews, focus group discussions, and desk review.
- Develop a detailed report outlining background, methodology, analysis, findings and recommendations for improvement.
- Improvements to the company's existing supply chain management system: Design improvements to the company's supply-chain management system, such as updated mapping procedures, contract language, a supplier Code of Conduct, and a grievance mechanism.

Develop a comprehensive supply chain management system for the company, equipped with procedures to follow and tools to use throughout the process for the prevention and response to child labor or labor risk in general.

Training for company staff: In person training for staff on risk monitoring and ethical handling of labor issues.
- Develop and facilitate in-person workshop and training for company staff, outlining report findings, supply chain management system, and other relevant background and topics. General responsibilities:
- Participate in regular calls with the implementing team and the company.
- Develop all deliverables following the ILO best practices, IFC Performance Standards and local laws and regulations for labor risk and child labor prevention.

Provide continuous communication and integration of feedback to ensure documents developed are well tailored to company needs and realities.
Minimum Qualifications Required:
- Demonstrated expertise in assessment and management of child labor risks in agricultural supply chains.
- Familiarity with the IFC Performance Standards and ILO Fundamental Conventions and experience monitoring agriculture projects against those standards.
- Experience working on agriculture projects in South/Southeast Asia
- Practical and technical expertise in conducting social due diligence and reviewing and monitoring implementation of social action plans in agriculture projects.
- At least 7 years of relevant experience.
- Strong analytical, report writing, and presentation skills.

Fluency in English and Filipino, and other local language skills are beneficial.
