Project Summary:
The Increased Demand and Engagement for Accountability (IDEA) Activity is a six-and-a-half-year initiative by the United States Agency for International Development (USAID). IDEA aims to support civil society organizations to be more effective in advancing democratic values of citizen participation, government accountability, and rights protection at local and national levels. The IDEA program seeks to support Sri Lankan civil society organizations (CSOs) and CSO-led networks to collaborate more effectively and engage proactively and productively with the government on key issues related to good governance, fundamental rights, gender equality, and sustainable development. IDEA also delivers a comprehensive and targeted capacity building component to support local organizations in developing their organizational and institutional capacities. Initiatives are designed and tailor-made to develop Sri Lankan CSOs technical, management, financial, and monitoring capacities, making them more strategic, inclusive, adaptive, and accountable in performing their role in a democratic society.

Position Summary:
The Administrative Officer will be responsible for managing the day-to-day administrative needs of the IDEA project. The Officer will be based in Colombo, Sri Lanka and will be responsible for basic administration and logistical functions of the project. The Officer will also work closely with the Finance Manager and IDEA Chief of Party (COP).
Responsibilities:
- Manage the front-end reception desk and the weekly schedule of the IDEA COP.
- Assist with staff recruitment, orientation, staff insurance, and other HR-related administrative tasks.
- Maintain the office facilities and ensuring adequate stocks of office supplies.
- Organize logistics for workshops, meetings, trainings, and events including booking appropriate venues, participant accommodation, and coordinating travel arrangements, and related documentations for payments.
- Assist in procurement of goods and services by maintaining suppliers' records, obtaining quotations, preparing analysis and recommendations through a customized online procurement system.
- Organize logistics for field travel, meetings, accommodations of staff and processing their reimbursement claims.
- Act as liaison with the service providers to keep all equipment's in good order.
- Supervise driver and ensuring upkeep of the vehicle.
- Supervise office assistant and ensuring maintenance of office facilities.
- Manage the office petty cash.
Qualifications:
- Associate degree in business administration, communications, or related field required. Bachelor's degree in business administration, communications, or a related field preferred.
- Minimum of two years' experience working as administrative assistant, executive assistant, secretary, or as a technical support employee for NGO or international organization required.
- Experience working with USAID-funded projects is preferred.
- Experience in facilities management and vehicle maintenance preferred.
- Knowledge and experience in Microsoft Office Suite, PowerPoint, Excel, etc. is required.
- Knowledge of training venues and accommodation facilities in the country preferred.
- Understanding of and ability to maintain basic IT facility preferred.
- Familiarity in using any procurement software is preferred.
- Strong organizational, time management and communication skills.
- Fluency in English and one national language, such as Sinhala or Tamil, is required. Fluency in English, Sinhala, and Tamil is preferred.
