Description
Tetra Tech International Development is currently accepting expressions of interest (or CVs) for an upcoming water security program in the Philippines. All positions will be based in Manilla. The position is contingent upon the activity's award and USAID approval.
Position Description: The anticipated USAID-funded five-year activity is a follow-on to the ongoing USAID Philippines Safe Water Activity being implemented in three provinces - Palawan, Negros Occidental, and Sarangani. The notional objectives for the new project are as follows:
* Water service providers' performance improved for increased access to sustainable WASH services.
* Institutional processes enhanced for accelerating water security at sub-national levels.
* National water sector institutions, governance, and financing strengthened to enable scaling of actions to increase water security.
Responsibilities:
Tetra Tech seeks candidates with the following expertise:
* Drinking Water Service Delivery: Demonstrated experience working with public and/or private drinking water service providers with expertise in asset management systems, tariff setting, billing and collection, operations and maintenance of small- and medium-sized water systems, non-revenue water, etc.
* Civil Engineering (Water Resources): Demonstrated experience with drinking water infrastructure design and procurement, operation and maintenance, and construction management.
* Water Resources Management/Water Security: Demonstrated experience with watershed management planning, information management systems, modeling, nature-based solutions for water and wastewater management, etc.
* Private Sector Development Specialists: Demonstrated experience working with entrepreneurs, small businesses, and other private sector enterprises with business development planning, product development and marketing, financial management, customer engagement, and accessing finance and credit. Experience working with women and youth-led enterprises and/or WASH enterprises preferred.
* WASH Governance: Track record of leading or delivering technical assistance to national and sub-national public sector institutions to improve planning, financing and resource mobilization, project implementation, and regulation and oversight of water and sanitation services and watershed management.
* Monitoring, Evaluation and Learning (MEL): Demonstrated experience supporting or leading MEL activities for USAID programs, including experience developing MEL plans, overseeing data collection and quality assurance for indicator tracking, advising on collaboration, learning, and adapting, and developing and implementing learning agendas.
* Gender, Youth, and Social Inclusion (GYSI): Demonstrated experience supporting or leading GYSI initiatives, including developing and implementing innovative approaches to gender integration and gender equality in WASH decision-making, and providing training and capacity building to public and private-sector entities.
Minimum Qualifications Required:
* Minimum bachelor's degree in related field; master's degree preferred.
* At least 4 years of technical experience in related field.
* A demonstrated track record of progressively responsible experience providing leadership to donor projects with similar complexity; USAID project experience preferred.
* Proven leadership, organizational and writing skills.
* Professional Fluency in Filipino (Tagalog) and proficiency in English required.
