Description

The USAID-funded Enhance Activity in Thailand, implemented by Tetra Tech International Development, is currently accepting expressions of interest for a Senior Grants Manager. This position will be located in Bangkok, Thailand.  

 

Position Description/Summary: The Senior Grants Manager is responsible for leading the implementation of the USAID Enhance Activity's Grants under Contract (GUC) program under the supervision of the Deputy Chief of Party (DCOP) Operations, and in collaboration with the Activity's technical team. Responsible for managing the entire GUC portfolio in compliance with USAID's and Tetra Tech's procedures and policies governing Grants under Contract. Monitors grants fund expenditures against budget, maintains grants and contracts files and database per Tetra Tech and USAID rules.

 

Responsibilities:

* Administer the USAID Enhance Activity's GUC portfolio; ensure compliance with Tetra Tech and USAID GUC management policies and procedures.

* Provide input to the Tetra Tech Home Office Contracts, Grants, and Procurement Manager for developing/revising the USAID Enhance Activity Grants Manual; build the capacity of staff and grantees in GUC management, train staff in use of the manual and annexes; supervise Grants Managers.

* Coordinate with the project team for annual planning to ensure the grant program technical objectives are clearly defined and estimated timelines for solicitations are appropriate.

* Define and administer the grant solicitation (Request for Applications (RFA)/Annual Program Statements (APS) and selection processes in collaboration with technical staff and in accordance with Tetra Tech's and USAID's procedures and policies.

* Convene and facilitate Review and Evaluation Committee (REC) sessions, documenting discussions and determination of successful applicants; ensure there are no conflicts of interest between the REC members and the grantee; notify applicants of the results of the REC.

* Conduct all pre-award due diligence requirements including the pre-award survey and cost analysis of the budget; coordinate closely with the technical manager on technical and financial negotiations, as well as the MEL Manager on identifying project indicators that will be achieved; ensure all certifications are signed, database searches on file, and database registrations are complete in accordance with the Grants Manual.

* Draft grant memos, grant packages and grant agreements. Prepare grant award and modification packages in accordance with Tetra Tech and USAID grants management policies and procedures (also defined in the grants manual); ensure all grant related documents (i.e., solicitations, grant agreements, competitive review processes, grantee reports) meet USAID's and Tetra Tech quality standards.

* Monitor and manage grant finances in coordination with the DCOP Operations and the Administration and Finance Director; ensure timely payment to grantees, monitor total grant funds prepare accurate projections and financial reports.

* Conduct site visits to potential and existing grantees as needed; serve as a grantee resource on questions pertaining to performance, compliance with regulations, and reporting; provide capacity building support to grantees and facilitate similar support from technical and M&E teams to help build the overall capacity of grantees.

* In coordination with the MEL Manager, ensure adequate information collection and reporting on grant outcomes and relevant PMP indicators; prepare and submit quarterly updates, and submit grantee reports to the Tetra Tech Home Office for reporting to the Development Experience Clearinghouse (DEC) and submitting datasets to the Data Development Library (DDL).

* Ensure quality information management through regular maintenance of grant files, reporting calendars, timely submission and updating of internal documentation, including coordination and preparation of documents and files for internal and external audits; close out grants in accordance with the grant manual procedures and policies.

Minimum Qualification Requirements:

* Minimum master's degree in finance, business administration, or related field;

* Minimum 7 years of relevant grants administration experience on donor-funded programs;

* Strong understanding and knowledge of USAID regulations (e.g., ADS 303) preferred;

* Excellent analytical and organizational skills and ability to determine priorities and meet multiple deadlines;

* Strong experience of developing and cultivating relationships with external stakeholders;

* Excellent writing skills;

* Willing to travel and regularly visit the project sites;

* Able to work effectively with diverse actors (e.g. project's technical team, project leadership, supervisees, grantees, home office, and USAID); and

* Fluency in Thai and English required.
