The USAID-funded Local Governance Assistance Activity (LGAA) in Bosnia and Herzegovina (BiH), implemented by Tetra Tech International Development is currently accepting expressions of interest for an Expert on Public Property Value Appraisal for a short-term technical assignment (STTA). The Public Property Value Appraisal Expert will work with the LGAA team based in Sarajevo, BiH.

 

Position Description/Summary: The purpose of this assignment is to engage a local expert for a short-term consultancy to provide support to four partner LGUs (Šamac, Žepče, Tuzla and Teslić) to develop a simple digital tool for property value appraisal. This tool is also expected to help partner LGUs improve their overall property management skills and enable them to better control property costs while maximizing returns more effectively. The tool will be integrated into the Public Property Management (PPM) Portal which was recently developed with LGAA's assistance and has been rolled out in the first ten partner LGUs, including the four targeted for support by this Scope of Work.

The anticipated level of effort for this assignment is 30 days. The period of performance for this assignment is o/a May 15th, 2024 to o/a February 28th, 2025. The Public Property Value Appraisal Expert will perform the work both remotely from their home of record in BiH, and on-site in the 4 LGUs of Šamac, Žepče, Tuzla and Teslić. Domestic travel is therefore expected.

 

Responsibilities:

Task 1: Conduct an assessment of the needs and requirements for the public property value appraisal tool in the four targeted LGUs

* Organize interviews with relevant representatives in each of the targeted LGUs to collect inputs regarding the type of assets owned by the LGU, including both income-generating and non-income-generating assets.

* Review the Public Property Management (PPM) Portal developed by LGAA to become familiar with its structure and functionality.

* Collect inputs from the targeted LGUs with regard to their specific needs, as well as the requirements and desired outputs of the proposed public property value appraisal tool.

* Prepare a Needs Assessment Report covering the results of the assessments, findings, and recommendations.

 

Task 2: Design a mathematical model for public property value appraisal

* In accordance with the findings from Task 1, as well as internationally established standards and regulations for public property value appraisal (different types of properties), define property groups and categories that could be subject to property value appraisal.

* Identify an appropriate methodology for public property value appraisal in the four targeted LGUs that is in accordance with the International Valuation Standards (IVS) and any relevant local laws and regulations.

* Design a mathematical model for public property value appraisal for each defined property group identified in sub-task 2.a.

* Prepare a list of input data (such as defined format, unit of measure, source, etc.) necessary for the functioning of the developed mathematical model.

* In accordance with the findings of the analysis of the structure and content of the PPM Portal (sub-task 1.b), prepare an overview of the data that must be included in the portal to automate the public property value appraisal process.

* Prepare detailed specifications for the development of additional functionality to be added to the PPM Portal for public property value appraisal based on the proposed mathematical model.

* Prepare a detailed guide describing the mathematical model, including a description of the methodology for each group of defined properties as per sub-task 2.a.

* Conduct an online training session for relevant representatives of the targeted LGUs to present the mathematical model and the methodology for employing with each defined property group.

 

Task 3: Provide quality assurance and technical assistance to update the PPM Portal to include a function for public property value appraisal

* Provide specifications and technical support to LGAA's subcontractor (service provider) a local firm in charge of maintaining the PPM Portal in order to develop additional functionality to accommodate inputs from the property value appraisal tool.

* Work closely with the PPM Portal subcontractor to thoroughly test the property value appraisal functionality throughout the development process. The testing should specifically ensure the accuracy, user-friendliness, and reliability of the tool.

* Suggest necessary adjustments and refinements to the tool based on the results from the testing and verification process. Prepare a brief report summarizing the results of the testing process and suggestions for refinements to the public property value appraisal tool and/or the PPM Portal function.

* Provide inputs to the PPM Portal subcontractor in the process of updating the user manual of the PPM Portal to include information about the usage of the property value appraisal function.

* Prepare a brief final report summarizing the inputs and recommendations provided during the development of the digital tool as well as issues encountered and potential next steps.

 

Qualifications: 

* Advanced university degree in economics, law, public administration, finance, or other relevant field).

* At least five years of relevant professional experience as a court certified appraiser of public assets.

* Experience advising local government units or higher levels of government in BiH.

* High degree of familiarity with current polices, regulations, and practices with regard to public property assets management and/or appraisal in BiH.

* Experience developing instructions, procedures, rule books and similar for public property appraisal or asset management.

* Excellent written and oral communication skills in the official languages of peoples in Bosnia and Herzegovina (Bosnian, Croatian, Serbian).

* Advanced English writing skills.

* Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.
