Description

The USAID-funded Local Governance Assistance Activity (LGAA) in Bosnia and Herzegovina (BiH), implemented by Tetra Tech International Development, is currently accepting expressions of interest for a Digital Transformation and Cybersecurity Expert for a short-term technical assignment covering nineteen partner Local Government Units (LGUs). The Expert will work with the LGAA team based in Sarajevo, BiH.

 

 

Position Description/Summary:

The objective of this assignment is two-fold:

* Strengthen the capacity of nineteen partner LGUs to prevent and mitigate challenges related to information and cyber security.

* Facilitate the establishment of an online learning platform on digital transformation by producing a video course on digital transformation and cybersecurity.

 

The anticipated level of effort for this assignment is 25 days beginning on/about November 25, 2024, and concluding on/about March 15, 2024. The Digital Transformation and Cybersecurity Expert will perform the work both remotely from their home of record in BiH, with some domestic travel to select areas.

 

 

Responsibilities:

 

Task 1: Review and update existing training curriculum as needed

* Get an insight into partner LGUs readiness for digital transformation, cybersecurity measures and practices, data management approaches and proposed interventions by reviewing recently developed IT Strategies and Digitization visions.

* Based on the aforementioned, review and update existing USAID/LGAA training material to include tailor-made elements for individual LGUs and quick-win recommendations to improve their capacity in information security, with a particular focus on cyber security. The consultant will pay special attention to revising and improving relevant material for discussions in the working groups, including the discussion topics, illustrative questions, and scenarios.

* Review and revise existing simple questionnaire to conduct a pre and post assessment (via Microsoft forms) measuring the level of knowledge acquired by participants.

 

The training should include at least the following topics: Introduction to Digital Transformation, Introduction to Information Security and Cybersecurity, Cybersecurity Policies and Compliance, Cybersecurity Technologies and Tools, Incident Response Management, Training and Awareness – understanding the need for continuous learning and conducting regular phishing simulation tests, Collaboration and Information Sharing, Evaluation and Continuous Improvement – understanding ways of measuring success of cybersecurity efforts, regular evaluations of practices and collecting and acting on feedback from citizens and employees.

 

To the extent possible, the training should include best practice examples from LGUs in BiH. The candidates are welcome to propose additional topics for the training or update proposed content in coordination with LGAA.

 

Task 2: Conduct the training

* Before conducting the training, deploy a pre assessment questionnaire (via Microsoft forms or similar tool) to assess baseline knowledge of participants.

* Conduct one day training for LGAA partner LGUs in four locations, Ključ (LGUs Ključ, Jajce, Bihać and Bosanska Krupa), Mostar (LGUs Berkovići, Ljubinje, Livno and Ljubuški), Sarajevo (LGUs Goražde, Breza, Busovača, Travnik, Novi Travnik) and Modriča (LGUs Bratunac, Istočna Ilidža, Odžak, Lukavac, Brod and Kotor Varoš). In each session USAID/LGAA anticipates participation between 20 and 25 LGU participants.

* At the end of the training, deploy a post assessment questionnaire (via Microsoft forms or a similar tool) to evaluate the level of understanding of participants. 

* Prepare a final report containing a review of the training sessions and key recommendations for each LGU on how to improve their cybersecurity capacities.

 

Task 3: Assist in the production of short training video material on digital transformation and cyber security

* Following the completion of Task 2, the consultant will adapt the training material to support the production of three 15-minute-long training videos on digital transformation, information and cyber security. In cooperation with a production firm, the consultant will narrate and record the three training sessions.

Minimum Qualifications Required:

* Advanced university degree in public administration, economics, ICT, international development, political science, or another relevant field.

* At least five years of relevant professional experience in the area of digital transformation and cybersecurity, e-governance, e-services in Bosnia and Herzegovina and/or countries of the European Union.

* Excellent written and oral communication skills in the official languages of the peoples in Bosnia and Herzegovina (Bosnian, Croatian, Serbian).

* Good report writing skills in English.

* Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource, including for data visualization.

* Proven experience aligning public policy to international regulatory framework, standards and best practices.

* Proven expertise in the provision of technical advice for the development of digitalization/IT strategies and action plans, alignment of local policies and strategies to international best practices and relevant standards, and/or conducting digitalization assessments and similar IT capacity evaluations.
