Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a potential Chief of Party position for the anticipated $25-50 million USAID-funded multi-year Amman Urban Resilience Activity (AURA). This is anticipated to be a full-time position based in Amman, Jordan.

 

Position Description: The focus of this activity is on improving local governance and the enabling environment for urban climate resilience and decarbonization in the Greater Amman Municipality (GAM), focusing on interventions with high adaptation benefits. The potential activity may improve data-driven policymaking, planning, and budgeting and may include interventions focusing on disaster risk reduction resulting from floods and extreme heat events, investment and access to climate funds, enhanced participation of local communities and the private sector, and targeted urban resilience infrastructure work. 

 

The Chief of Party (COP) will be the principal point of contact in Jordan for procedural and substantive matters. The COP will coordinate and ultimately be responsible for all contract management and implementation. The COP will be the primary liaison with USAID/Jordan on technical matters and must adjust activities and operations in response to USAID/Jordan technical direction. The COP will also be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award. The COP's primary responsibilities are aimed at providing overall leadership, management, and general technical direction of the entire project, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the award. This individual will be expected to identify issues and risks related to project implementation in a timely manner and suggest appropriate adjustments.

 

Responsibilities:

* Provide leadership and technical expertise for the Activity, and supervise project staff / local teams

Develop strategic objectives and confirm project compliance with USAID regulations;

* Manage the Activity's implementation, including overall responsibility for personnel and efficient budgeting and financial management;

* Oversee technical activities of the Activity and ensure that impact is achieving the results defined in the contract;

* Evaluate and document Activity progress and lessons learned;

* Assume responsibility for overall USAID contract management ensuring quality control and timeliness of deliverables.

Minimum Qualification Requirements:

The successful candidate will demonstrate effective management experience and proven experience managing complex programs in Jordan or within the Middle East North Africa (MENA) region. Additionally, the candidate should possess:

 

* Minimum master's degree or higher in public policy, climate/environment sciences, urban planning, public policy, finance, international development, engineering, economics, or a related field;

* Minimum fifteen (15) years of demonstrated, progressively responsible experience in the successful implementation of projects focusing on urban development and sustainability, climate change resilience and/or migration, water and sanitation, energy, local economic development and/or public financial management;

* Exceptional managerial skills and demonstrated experience in managing donor-funded projects of similar size and scope; USAID/USG experience preferred;

* Demonstrated ability to engage in multi-stakeholder dialogue, including sustaining partnerships and strong working relationships with donors, host country government counterparts, private sector, and civil society;

* Proficiency in written and spoken English and fluency in Arabic is required;

* Excellent oral and written communication skills. Demonstrated ability to think strategically and communicate one's vision to partners and colleagues.

 

Preferred Qualifications:

* Proven experience navigating complex and high-pressure operating environments;

* Familiarity with local context and urban development and climate change and/or economic development efforts in Jordan;

* Jordanian nationals and especially women are strongly encouraged to apply.
