Overview

Bluewater Federal is looking for a Senior Systems Analyst to support the Department of the Navy, Naval Sea Systems Command, The Naval Surface Warfare Center Dahlgren Division (NSWCDD).


Responsibilities

  • Serve as a technical/analytical leader who translates mission, user, and enterprise architecture needs into actionable IT service improvements—linking requirements, measures (SLAs/XLAs), cybersecurity posture, and lifecycle processes to deliver resilient, compliant capabilities.
  • Lead systems engineering analysis and design activities: requirements identification (functional/non‑functional), alternatives analysis, and recommendations for new/modernized capabilities
  • Drive ITSM integration and continual improvement using ITIL/DESMF, Agile/DevSecOps, and ITXM methods; produce metrics, insights, and improvement backlogs
  • Support Service Level Management: review SLAs/SLOs/SLIs, propose OLAs/MOAs/MOUs, monitor/report performance, and align to customer value
  • Coordinate acceptance & validation testing; capture results and corrective actions prior to deployment
  • Contribute to enterprise architecture (DoDAF) content, lab “as‑is” baselines, technology roadmaps, and import/manage EA repositories
  • Prepare/present materials for IPRs, CDRs, SDRs, CCB/CAB, and technical working groups; document risks and opportunities with mitigation plans.
  • Ensure alignment with RMF, STIG, ZT principles, and compliance reporting artifacts

 


Qualifications

  • 5+ years of professional experience in relation to implementation of business and technical requirements; analyzing; planning and development; application testing; and database management support.
  • Must have an active Secret clearance
  • Experience in DoDAF and enterprise architecture tools such as IBM's System Architect.
  • Must have a CISA or CISSP certification
  • Expert knowledge of ITSM/ITIL, DESMF, Agile/DevSecOps, and measurement frameworks (SLAs, XLAs, ITXM); strong data‑driven decision‑making
  • Familiarity with DoDAF, RMF/NIST controls, and DON/DoD governance; ability to translate policy into operational procedures
