About TCB in Richmond, VA:

The Richmond, VA portfolio is largely multi-family with a senior apartment building. Our families earn mixed-incomes as TCB aims to build and manage communities where people of all incomes can achieve their full potential. Armstrong Renaissance is situated in the Church Hill North Community. Armstrong Renaissance responds to community needs by making use of underutilized land to provide safe, affordable housing, while helping to revitalize the local neighborhood. The Community Life Service Coordinator is responsible for providing supportive service across the site through program design, partnership development, fund development and mentoring of other staff.

Position Description:
The Community Life Service Coordinator (CLSC) will ensure resident and community success through close work with TCB property management teams and local community partners. The CLSC supervises undergraduate and graduate level students and works one-on-one with residents to assist them in achieving housing stability and improved outcomes in health and wellness, economic mobility, and educational advancement. The CLSC is an integral part of the housing and property team and plays a critical role in the overall positive culture of the property for the enjoyment of its residents and the respect of its neighbors.


Housing stabilization is the primary area of focus that will be delivered through referrals to quality, local partners, on-site programing and individual coaching. The goal is to have families stable in their housing and to connect them to local opportunities in the areas of education, workforce development, financial education, asset building and health. In addition, community engagement and community building activities will be essential in order to create a sense of community and initiate a gateway to other support services. Services provided should be intentional, meaningful, and align with the community success plan.

CLSC is responsible for maintaining a working relationship with the property management team by coordinating monthly Property Management/Community Life meetings, informing property management of programs, stakeholders, partnerships etc. Via formal meetings, newsletters, calendar invites etc.

The CLSC will be instrumental in creating partnerships and programming to meet the following Community Life strategic goals:

  • Decrease evictions by 15%

  • 90% of eligible residents are registered to vote

  • 70% of the youth and young adult ages 16-25 are enrolled in high school, post- secondary education, vocational training, or employed

  • 50% of youth 6-15 will be engaged in afterschool or extracurricular activities

  • 75% of the children ages 3-5 will be enrolled in quality early education program

Under direct supervision of the Senior Manager of Community Life VA/DC , the Community Life Service Coordinator will:
Develop and implement the Community Success Plan (CSP), an annual work plan outlining strategies and activities that firm into CL Strategic Goals Coordinate activities: assess and report on progress regularly.
Supervise interns and volunteers, ensuring accountability of site team for carrying out the programs and activities included in the sites CSP.
Coordinate the implementation of the TCB Housing Stabilization Standard of Practice, which includes communicating with PM re. work orders issues, rent, etc.
Oversee the collection of the annual Community Life Questionnaire (CLQ).
Coordinate activities to ensure Seniors are able to age in place with dignity and families move toward economic mobility.

Manage programming including design, partnership development, implementation and assessment of progress.
Develop strategic partnerships with local service providers to bring on-site programs to Armstrong residents as well as provide referrals to off-site programs and services in the following CL outcome areas: youth mentoring and job programs, afterschool, early education, career pathway, financial, and housing stabilization, activities of daily living, senior isolation etc.
Attend local meetings with community stakeholders, and other local organization that are focusing on community engagement, youth development and safety and security within the community
Conduct welcome orientations for new residents at least quarterly
Oversee and coordinate resident engagement work using CL methods to connect and empower residents.
Manage administrative tasks required for securing and executing contracts or Memorandum of Agreements with providers and partners to carry out on-site programming
Attend trainings around trauma informed care, youth mentorship, youth development, budgeting, restorative justice, gang violence, mental health first aide, youth diversion programs, motivational interviewing.
Keep property management team and Senior Manager appraised of issues affecting residents
Document and maintain accurate and up to date records in CL Connect weekly

Support fund development efforts by seeking out relationships with funders and pursuing local grant opportunities in alignment with sites fund development priorities. Work in close collaboration with CL Senior Manager to implement fund development strategies.

Monitor budget and activities for program operations, including meeting reporting requirements for all grant funded activities and managing progress towards fulfilling grant deliverables.

Education & Experience:
Bachelors Degree required with a focus on social work, human service, community outreach, community development, public policy, community organizing, education or a related field.

Work Schedule

The CLSC is an onsite, full-time position. Responsibilities may occasionally require an adjusted work schedule or evening/weekend hours.
