Overview

Are you a Veteran who is passionate about supporting fellow Veterans? The Vermont Department of Labor is seeking a **Job Center Specialist III** to provide personalized career services to eligible Veterans and their spouses. This position plays a vital role in helping clients access job training programs, secure employment opportunities, and connect with a wide range of resources designed to support their career and life goals.

 

In this dual-capacity role, you will serve Veterans both as an employment and training consultant and as a business services representative. You will build and maintain relationships with Vermont employers to facilitate on-the-job training, placement opportunities, and direct employment connections. You will also arrange and participate in job fairs and recruitment events to engage with businesses, gain insight into their workforce needs, and identify suitable job matches for Veteran job seekers.

 

Equally important, you will assess barriers to employment and connect Veterans with the appropriate community-based support services. This includes identifying service providers and coordinating case management meetings to ensure a comprehensive support network is in place. Through consistent, individualized support, you will manage each Veteran's case with professionalism and care-documenting interactions, providing constructive feedback, and guiding them through the employment process with a focus on long-term success.

 

Strong verbal and written communication skills are essential for this role. You must be able to interact professionally with a wide range of stakeholders, including Veterans, employers, training providers, and workforce development partners. A thorough knowledge of Veteran-specific programs, services, and resources-offered at the federal, state, community, nonprofit, and private levels-is critical to effectively serve your caseload.

 

Proficiency in Microsoft Office Suite applications, including Outlook, Teams, Excel, and PowerPoint, is required. You must be able to navigate multiple systems, manage a complex caseload, and maintain accurate and timely records.

 

This position will be based at an assigned American Job Center (AJC) and will include regular travel to other AJC locations within the designated geographic area. Significant regional travel is required for training, client engagement, and employer outreach, with occasional out-of-state travel possible. While private transportation is necessary, a state fleet vehicle is available for work-related travel.

Environmental Factors

Interviews participants who are under significant personal and financial burden, who may exhibit significant stress and anxiety, and uncooperative or angry behaviors.  

The JCS III will engage all clients in a manner that exhibits professionalism, sensitivity, fairness, tact, and diplomacy, with a goal of helping participants understand the federal and state, and partner agency services available to them through various programs.  

Supportive attitude, de-escalation skills and actions are expected to be demonstrated in supporting participants.

Position is assigned to a regional office location, but there is an expectation for travel between multiple regional locations as assigned by the Department. 

Will include travel to employers' worksites, schools/technical centers and community partner meetings. 

May be required to attend evening meetings as assigned by supervisor.

Minimum Qualifications

Bachelor's degree or higher in human resources field, public or business administration, or human services fields.

OR

Associate's degree or higher in human resources field, public or business administration, or human services fields AND one (1) year or more experience in customer service, employment services, human services, human resources, or a closely related field.

OR

Three (3) years or more experience in customer service, employment services, human services, human resources, or a closely related field.

Preferred Qualifications

At least three (3) years' experience as a Job Center Specialist I, or II, or a combination of experience in both positions.

Fluency in a language other than English.

Special Requirements

Must possess and maintain or be eligible to obtain and maintain the National Certified Workforce Development Professional certification with 18 months of hire.
