Overview

The Department of Forests, Parks and Recreation (FPR) is seeking two energetic, organized individuals who are passionate about outdoor recreation to join our grant programs team. The two grant specialists will provide support the administration and management of outdoor recreation grant programs. Duties will include professional-level communication, administration, and stewardship tasks supporting both federally-funded and state-funded recreation grant programs. The position will be part of a team providing critical funding for improving Vermont's outdoor recreation opportunities. Some travel will be necessary and options for telework are available. 

 

Specific duties of the position:
•    Support the application, review, and grant agreement development processes for state- and federally-funded outdoor recreation grant programs,
•    Collaborate with FPR business office and recreation program staff to help efficiently and effectively support active current outdoor recreation grants,
•    Maintain accurate internal financial documents and tracking documents, including grantee files/reports, compliance reports, program tracking spreadsheets, etc.,
•    Compile information and/or reports about previous outdoor recreation grant processes, outcomes, and impacts,
•    Perform site inspections at trails, playgrounds, and outdoor recreation resources across the state for grant stewardship,
•    Support process improvement and communication within the outdoor recreation grants team and with internal and external partners, and
•    Communicate grant processes and requirements to potential grant applicants and current grantees, including municipal entities, businesses, and non-profit organizations.

 

This position is grant-funded and will be full-time (40 hours per week).

 

Knowledge, Skills, Abilities:
•    Detail-oriented, organized, and able to accurately follow directions for complex processes 
•    Ability to manage multiple projects independently and as part of a team
•    Excellent verbal and written communication skills, and ability to communicate with diverse audiences
•    Tech Savvy: Proficient with Microsoft Office Suite, SharePoint, Teams, and other online tools - or ability to quickly become proficient
•    Ability to travel over uneven surfaces, on and off of trails, for distances of at least 1 mile
•    Ability to travel to locations across the state of Vermont from May to October. State vehicles will be provided from designated motor pool locations for site inspection travel.

It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are performed primarily in a standard office setting. On-site compliance reviews, hearings, meetings and committee obligations requires travel for which private means of transportation should be available. Some work outside of regular work schedule may be anticipated. A need to confront grantees with contract and grant requirements may arise frequently. Some pressure from deadlines may be anticipated.

Minimum Qualifications

Three (3) years or more of experience in the development, evaluation, administration, or fiscal monitoring of grants or contracts.

Preferred Qualifications

Bachelor's degree.

Graduate work in public administration or accounting.

•    Experience writing or reviewing contracts or agreements
•    Experience with client/customer data management
•    Experience compiling data for reports
•    Experience managing federal grants, including financial tracking and reporting
•    Professional experience in outdoor recreation or a related field
•    Technical expertise in recreation management, trail design, and/or trail building
•    Experience with land acquisitions for conservation and/or recreation
