Overview

Do you have an interest in protecting the environment and helping Vermonters? Do you like to keep everything orderly and process improve? This may be the position for you! The Department of Environmental Conservation is seeking a self-motivated and detail-oriented individual to fill one Limited-Service Environmental Technician III position in the Department of Environmental Conservation's Drinking Water and Groundwater Protection Division. 

 

This position will be responsible for permit logistics, outreach to Vermonters, and ensuring permit issuance. The right candidate will work permit applications to both the Wastewater System and Potable Water Supply Program (a.k.a. WW Program) and the Indirect Discharge Permit Program. This position works amongst an experienced team and will work closely with engineering consultants, licensed designers, and the public to permit soil-based wastewater systems and potable water supplies. Work is accomplished primarily in a standard office setting but can require travel to various meetings, for which access to reliable transportation for in-state travel may occasionally be necessary. Considerations for teleworking are a possibility in consultation with the supervisor. 

 

Ideal candidates will possess strong computer skills in a Microsoft Suite environment, document editing abilities, excellent communication skills with a particular focus on phone and email communication, and the ability to work well with the public and coordinate with colleagues in other DEC and government programs. Familiarity with entering information into and retrieving information from custom data bases is preferred, but not required.

 

Responsibilities Include:

  • Provides administrative support to the Indirect Discharge Rules permitting program and Wastewater System and Potable Water Supply Rules permitting program for projects throughout the state. 
  • Processes permits and fees within specified time frame.
  • Processes ongoing permit compliance documents.
  • Maintains electronic filing and tracking systems. 
  • Enters data into databases. 
  • Prepares documentation, responds to and sends email correspondence in relation to permits and permitting processes. Provides customer service to the public. 
  • Follows all applicable health & safety procedures.
  • Provides documentation and support for enforcement actions.
  • Collaborates with other sections in the division, other DEC divisions, and other state and federal government entities.

 

Broad knowledge, diverse skills, and attention to detail will be critical to successful performance. The ability to take initiative and use independent judgment to prioritize various tasks is essential.

Who May Apply

This position, Environmental Technician III, AC: Administrative - Limited Service (Job Requisition #51886), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are performed in both a standard office setting and in the field, for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Heavy lifting and climbing may be required. Some work outside of regular working hours may be required. Strong and conflicting opinions may be encountered.

Minimum Qualifications

Bachelor's degree.

 

OR

 

Associate's degree AND two (2) years or more of experience in administration of a technical program.

 

OR

 

High School diploma or equivalent AND four (4) years or more of experience in administration or a technical program.

 

OR

 

Two (2) years or more of experience as an Environmental Technician II.
