The Agency of Digital Services provides data services to agencies across the State of Vermont and solutions for all sectors within the executive branch. We are looking for a Deputy Chief Data Officer to join our team and oversee our data operations and projects.
As an IT Manager III (Deputy CDO) you will:
- Lead a team of data experts and oversee all data operations and projects
- Develop and implement our statewide data governance strategy
- Develop Vermont's data architecture and engineering practice
- Enhance the State's next generation of data platform, developing a team to support the State's lakehouse-powered analytical environment
- Work with key decision makers and stakeholders to provide data services and solutions that meet their needs and goals
- Communicate and collaborate with data partners and teams
- Organize and conduct data meetings and trainings
- Perform other data-related duties as required
In additional to general technical skills, ideal candidates will also have:
- Advanced knowledge and skills surrounding data integrity and standardization
- Experience developing Data Management Practices and Procedures including Data Governance, Metadata, Data Quality, and Entity Resolution
- Experience with modern data management tools and patterns
- Experience leading data stewardship programs
- Experience compiling recommendations analyzing, and reviewing complex organizational and procedural problems
- Experience in a regulatory-constrained environment working with federal statutes governing data management and sharing.
- Supervisory and team building experience
- Knowledge of Business Intelligence and Visualization Tools such as Power BI
- Knowledge of Data Architecture and Data Engineering
- Knowledge of Business Process Management
- Knowledge of database development, design, and deployment practices
- Knowledge of the procedures and methods required to conduct needs assessments, design, and analysis of information systems and database performance indicators
- Ability to translate user requirements into a successful information processing application.

Most work is performed in a standard office setting and there is considerable interaction with high level managers and staff, as well as occasional work with other State agencies, interest groups, regional and/or national groups. Work outside of regular 7:45am - 4:30pm schedule can be anticipated.
Minimum QualificationsTen (10) years or more experience in computer sciences, business administration, public administration, mathematics, technical operations management or providing support to staff within an IT environment.
OR
Four (4) years or more in an IT Manager role with a combination of experience in computer operations, information technology management/administration or supervisory responsibilities.
Preferred QualificationsMaster's degree
