Overview
The Role:
The Community Services Director will support the development and implementation of statewide and community systems to help lead and coordinate administration of anti-poverty and homeless assistance programs. The Community Services Director will provide expertise and oversight of the homeless crisis response system in Vermont, including Coordinated Entry and emergency shelters. The Community Services Director coordinates policy, advisory, and technical work for the office, and is critical to implementing AHS strategic initiatives.
Primary responsibilities include, but are not limited to:
• Developing, implementing, and maintaining programmatic technical policy, process, and procedures that are compliant with federal requirements, including the Department of Housing & Urban Development.
• Assisting in negotiations with various stakeholders, such as the Continua of Care, AHS Housing Taks Force, Community Action Agencies, and Public Housing Authorities to align policy and protocols.
• Conducting routine programmatic monitoring, including ongoing desktop monitoring of programmatic reports and onsite comprehensive reviews.
• Supporting system-wide homeless assistance programs to ensure consistent and uniform best practice across the state. Coordinating, facilitating, and delivering training to program staff.
You Bring:
• Skills including diplomacy, analysis, regulatory expertise, ability to learn/adapt, strategic & systems thinking, attention to detail, and advanced writing and presentation skills.
• Ability to provide leadership to policy makers, partners and providers to develop local solutions to address poverty and homelessness.
• Leadership experience with anti-poverty and homeless assistance programs, ideally with Coordinated Entry and/or emergency shelters
• Thorough knowledge and understanding of the causes and effects of poverty, as well as evidence-based and emerging practices in human services and housing.
• A demonstrated ability to facilitate positive working relationships between community organizations, state and federal government agencies and experience supervising staff or leading a team.

Starting rate might be negotiable based on experience and qualifications.
Who May ApplyThis position, Community Services Director - Limited Service (Job Requisition #52223), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. Environmental FactorsWork is performed primarily in an office setting and in a variety of field situations. Private means of transportation should be available since travel to field sites will be required.
Minimum QualificationsBachelor's degree AND three (3) years technical, supervisory, and administrative experience in the area of community services or grant administration.
Preferred QualificationsExperience with community development and/or homeless assistance programs
