Overview

The Budget & Management Analyst is the entry level position in the Department of Finance and Management's Budget and Management Operations Division. Working as part of a dynamic team staff located in Montpelier, this position serves as the Department of Finance and Management's liaison with assigned departments and/or agencies of State government. The Budget and Management Division's major responsibility is to prepare, monitor and amend the Governor's Recommended Budget each fiscal year. The Analyst position plays a lead role in reviewing and finalizing the Administration's recommended annual budgets for assigned departments, and closely follows legislative proceedings concerning assigned departments and related subject matters. 

 

The Senior Budget & Management Analyst is a more experienced position with the Department of Finance and Management Budget and Management Operations Division. This position is expected to have a more in-depth knowledge of state financial laws, policies, internal controls and best practices as well as federal financial regulations and generally accepted accounting principles. These positions are routinely engaged in more complex financial and policy analyses and serve as subject matter experts for their assigned policy portfolio.


 
The ideal Analyst candidate combines robust competence in financial and policy analysis with the desire to work collaboratively in a small team setting and the ability to interact professionally and communicate effectively with business office managers, appointed senior leaders, elected officials, and legislators. The Budget & Management Analyst position is well suited for someone with personal interest in public finance, public policy and the political process, and who wants their work to help make our government operate more efficiently and effectively.

Environmental Factors

Duties are performed largely in a standard office setting. Private means of transportation should be available for required travel. The role involves intensive interaction with departmental officials who may advocate strongly for their programs. Required recommendations may be difficult because of competing interests and limited resources. Rapid response in the face of tight deadlines may be necessary. Evening and weekend duty may be anticipated.

Minimum Qualifications

Bachelor's degree AND two (2) years or more of professional level experience in accounting, budgeting, business administration, economics, finance, legal work, or public administration.

 

OR

 

Four (4) years or more of professional level experience in accounting, budgeting, business administration, economics, finance, legal work, or public administration.

Preferred Qualifications

MPA, MBA, JD, or other advanced degree.

Experience in program planning and/or evaluation.
