Qualifications

Required Qualifications:

  • Minimum M.A., M.S, or MBA in a related field or in lieu of a degree at least 15 years of relevant experience
  • At least 20 years of relevant experience, at least 15 years of which are in a senior managerial, senior advisory, or leadership role
  • Excellent written and communications skills
  • Possess an Active TS/SCI clearance or be TS/SCI eligible

Desired Qualifications: 

  • Subject Matter Expert in Space Force Operations and Space System Acquisitions
  • Specific leadership training and/or certifications
  • Proven executive leadership experience in a U.S. military environment
  • Proven analytic problem solving and troubleshooting skills

Responsibilities

The successful candidate shall be able to:

  • Develop, maintain, and update instructions, implementation guides, charters, and standardized processes.
  • Retrieve, review, and synopsize prevailing policy, guidance, instructions, processes, procedures, best practices, and information.

  • Support the development, procurement, data collection, usage, modification/enhancement, implementation, integration, testing, documentation, verification, validation, protection and maintenance of tools, processes, guidelines, methodologies, models, simulations, databases, web sites, reports, and applications

  • Develop, document, modify, transition to, and maintain standard functional databases.
  • Review documents for consistency with applicable military, federal, state, local, contractual, commercial, international statutes, regulations, policies, publications, directives, instructions, executive orders, codes, requirements, and/or standards and report findings.
  • Identify acquisition discrepancies from reports, documents, briefs or deliverables.
  • Provide recommendations to program leadership on deliverables or services with multiple options maximizing leadership's ability to make a knowledgeable and concise decision consistent with its responsibility to perform in the public's best interest.
  • Generate, consolidate and present material, reports, and point papers.
  • Develop or update training materials for program processes, standards, tools, and products for conducting on-the-job training.
  • Prepare acquisition documents (e.g., reports, papers, and briefings) and submit recommendations for streamlining and improving the acquisition process.
  • Provide information, analysis, and recommendations for the effective alignment of portfolio acquisitions, manpower, and funding for management and integration of the portfolio.
  • Evaluate acquisition documentation for adherence to policy and guidance; consistency in implementation of the program's acquisition strategy, technical approach requirements, policy and guidance, milestones, forecasts, schedule and risk assessment; and realism in achieving a product suitable for the user within cost, schedule and performance constraints.
  • Provide engineering, technical, architecture, and acquisition support to program decision-makers and by describing how decisions impact the program's vision, mission, goals, commitments, and initiatives.

  • Ensure synchronization/integration of all strategic planning efforts in planning efforts that feed into a Program Objective Memorandum (POM).

  • Develop a master schedule of all planning activities with detailed timelines and synchronize them with leadership to ensure proactive management of the planning process.
  • Research, draft, and edit articles, speeches, and testimony, position papers, and formal reports on the program and its organization, missions, operations, and initiatives.
  • Respond to data calls, document reviews, acquisition reporting, travel requests, media requests, and other mandatory reporting directed by program oversight organizations.
  • Analyze pertinent topics to support requirements for situational awareness and in-depth understanding of specific program issues, ensure consistency of interpretation is maintained with special research assignments, coordinate research and analysis projects with program leadership, and to provide subject matter expertise with the development of strategic long-range planning.

  • Research, draft, and edit articles, speeches, and testimony on the program's organization, mission, operations, and initiatives; gather, develop, and check the accuracy of information from a wide range of sources; and analyze and recommend pertinent information.

  • Review, coordinate, and process program information suitable for public release to industry, media, trade publications, international partners, and other program stakeholders.
  • Review visit requests, distribute requests, and establish visit timelines and shall be able to ensure all documents required to facilitate the visit are properly completed and staffed in a timely manner.
