The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. SPA's NATO Allied Command Transformation Group, within JOID, provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. We have an immediate need for a Infrastructure Program Analyst to provide onsite support out of NATO Allied Command Transformation, Norfolk, VA. Responsibilities Assist in the development of Strategic Concept/framework development for Layered Resilience and integration into Infrastructure Programs. Develop outline strawman approach to concept/framework, and support Framework Nation/Management and Delivery of Infrastructure Layered Resilience Thematic Working Group. Prepare CPPs for Infrastructure, in accordance with CFCDGM Directives. Support HN in developing Project Proposals, support the creation of Operational Requirements Statements (ORSs) and Capability Requirements Briefs (CRBs), and work closely with ACO and stakeholders in the production of respective plans. Strengthen understanding, at the program level, of the interactions with Infrastructure Stakeholders at all levels of Management and Governance within the CFCDM. Strengthen understanding, at the program level, of the interactions, dependencies, and interdependencies of Infrastructure Programs to other related activity. Follow principle objectives that support the technical aspects of the Infrastructure Programs and its coherence with business change models. Support program/project management and execution, performing a variety of governance tasks under the direction of the MSIF Branch Head, including financial analysis, budget management, performance evaluation, program/project scheduling and planning, requirements definition, scope management, cost control, and risk analysis. Embody a positive learning culture (institutionally and within the project) to ensure opportunities to improve the delivery of the Infrastructure capability are fully embraced. Perform risk management. In close cooperation with lifecycle management, requirement management, change management, and technical governance tasks of this Contract, ensure the Program/Project costs are clear, accurate, fully reported, and transparent. Manage all types of related Infrastructure information, structured and unstructured, whether produced internally or externally, to support decision making and business processes. Policy development including Criteria and Standards development of supporting requirements for Infrastructure Development. Qualifications Required: Bachelor's degree in Civil and Infrastructure Engineering Active NATO or National Secret clearance Minimum 4 years in program and project management of Infrastructure Programs using MSP, PRINCE2, or PMI methodologies Background experience as a Civil and infrastructure/facility Engineer Minimum 2 years in infrastructure concept development. Minimum 3 years in assisting leading teams in program or project management to ensure delivery of high quality, impactful work products on time Minimum 3 years in effective orally and writing communication, including briefing and in coordination with different international stakeholders Minimum 1 year in working in Defense program environment (or equivalent) Demonstrated proficiency in English as defined in STANAG 6001 (3333) or demonstrate native English speaker background Demonstrate minimum NATO SECRET security clearance with the appropriate national authority for the duration of the contract Proficient working level knowledge with MS Office tools (Outlook, Project, Word, Excel and Power Point, Share Point) Demonstrate the availability to travel to any NATO entity within the 30 (+2) Nations (valid passport with no travel restrictions to NATO nations) Able to work fully onsite based on client needs
