The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. 

 

We have a near-term need for a Financial Accountant to provide onsite support out of Norfolk, VA.


Responsibilities

The candidate will provide senior-level accounting and treasury support, based on International Public Sector Accounting Standards (IPSAS), to the Section Head (Treasury & Accounting), BUDFIN, HQ SACT, including onsite coordination across NATO Allied Command Transformation (ACT) entities to support ACT-wide financial reporting and compliance activities. Responsibilities include supporting the development, implementation, and maintenance of IPSAS-compliant accounting policies, directives, procedures, and training in accordance with NATO financial regulations and ACT guidance. Will perform and support daily accounting operations, including general ledger management, reconciliations, cash management, financial reporting, audit support, budgeting assistance, and month-end and year-end close activities. Duties also include preparation and coordination of consolidated annual financial statements, audit documentation and responses, tracking corrective actions, and ensuring proper accounting treatment for funds, fixed assets, and financial transactions. Will provide recommendations and technical guidance related to reimbursable services, service level agreements, accounting systems, and financial management process improvements.


Qualifications

Required:

  • Bachelor's degree in finance/accounting/audit (or professional qualification/accreditation from an IFAC member body such as CPA/ACCA/CIPFA or national equivalent), or national government equivalent certification or credentials with 6 years post related experience.
  • 10+ years of demonstrated experience in developing plans, policies and processes for the finance and/or accounting field.
  • 10+ years of demonstrated experience in developing and presenting analysis and control of mission information, functions, processes, and objectives to achieve reasonable assurance that the entity is operating efficiently and effectively.
  • 5+ years of experience demonstrated in the analyses and preparation of financial statements in the private or public sector.
  • 5+ years  of experience demonstrated knowledge and expertise of accounting principles, procedures and standards in the application of IPSAS.
  • English proficiency equivalent to SLP 3333 (or demonstrably equivalent professional fluency).
  • Demonstrated ability to support the implementation of IPSAS.
  • Demonstrated experience in the implementation of intangible accounting policies, procedures and registers.
  • Active NATO or National Secret clearance.
  • Able to work fully onsite based on client needs.

Desired:

  • Demonstrated experience applying and supporting IPSAS-compliant accounting and financial reporting within a NATO, public-sector, or international organizational environment.
