Required Qualifications:

  • B.A. or B.S. in a financial-related field or in lieu of a degree at least five years of relevant experience
  • At least eight years of relevant financial experience
  • Possess an Active Secret security clrearance
  • Proficient in MS Office Suite applications
  • Proven successful support to program leadership

Desired Qualifications: 

  • At least a B.A. or B. S. in a related financial discipline
  • Specific U.S. major military service financial or budget experience
  • Skilled in the DoD PPBES process


Responsibilities

The successful candidate shall be able to:

  • Serve as a subject matter expert in the execution of routine business operations for the sponsoring organization.
  • Extract program specific information, assessments, analysis, and reviews from program correspondence, enabling program and technical acquisition artifacts to be integrated at the enterprise level.
  • Use an integrated master schedule to facilitate managing cost, schedule, and technical performance of a program's portfolio.
  • Provide detailed analysis, quantifiable supporting documentation and thorough justification for all research, reviews, and assessments performed and shall be able to include corrective action plans and recommendations.
  • Provide reports and briefs on how to implement policies, conduct independent program assessments, and shall be able to conduct risk assessments for an established portfolio.
  • Maintain processes for accurately and thoroughly responding to planning, programming, budgeting, and execution management activities in accordance with official directives, regulations, and guidance and shall be able to provide actionable recommendations.
  • Provide subject matter expertise for official budgets, foreign military sales funding, other sources of funding, and in accordance with associated partner agreements.
  • Perform research, conduct reviews, and provide assessments.
  • Support the development of the Program Objective Memorandum (POM), Staffer Day preparations, Spring Program Reviews, Investment Budget Review, Program Management Reviews, Mid-year Execution Reviews, Baseline Execution Reviews, Vice-Commander's Forum, Financial Management Reviews, Acquisition Mission Support, Business Management Reviews, and other budget execution activities.
  • Draft program overviews and executive summaries, encapsulate major program issues, gather program contract information, track program milestones and status, and to generate overviews of program health.
  • Execute, assess program cost, schedule, and technical risks; identify mitigation plans, consolidate and status program manager identified cost, schedule, and technical efficiency initiatives; identify a program's critical path; integrate and correlate program performance data with a program baseline; accurately interpret acquisition program baseline thresholds and compliance; verify program costs against an approved President's Budget; track program baseline changes; capture high level program logistic, test and evaluation, and requirements readiness characteristics; and shall be able to establish a program office point of contacts list to accurately develop, maintain, and update acquisition reports, including Weekly Activity Reports (WARs), Monthly Acquisition Reports (MARs), Selected Acquisition Reports (SARs), Defense Acquisition Executive Summaries (DAES), Acquisition Program Baselines (APBs), supplemental reports for Acquisition Category I, II, III, Middle Tier Acquisition (MTA) programs, and other related acquisition reporting documents.
  • Verify accuracy of approved systems used to generate acquisition reports and to ensure consistency of all data reported to leadership.
  • Report any discrepancies to leadership and shall be able to submit draft inputs to partners and stakeholders prior to submission to the approving authoritty and release to leadership.

  • Open, read, understand, and properly distribute tasks to the responsible 3-letters, accordingly and shall be able to provide supporting references, as available, or close tasks, when possible, prior to distribution.

  • Schedule and distribute recurring tasks and program-related materials, review and evaluate tracking and tasking processes of the program director, track suspense, monitor status, provide action item coordination and accurate reviews, and shall be able to ensure timeliness, recommend changes, and provide quality control of presentations, briefings, and media relations for the program director.
  • Consolidate or prepare program memoranda, staff summary sheets, program office briefings, and other similar action officer duties.
  • Research, draft, and edit articles, speeches, and testimony on the program sponsor, organization, missions, operations, and initiatives
  • Analyze and recommend pertinent information, the most logical and effective use of the information, and the overall length and tone of the message based upon the objectives of the communication event and the audience.
  • Coordinate with leadership to ensure consistency of messages for internal and external audiences.
  • Review, coordinate, and process program information suitable for public release to industry, media, trade publications, international partners, and other program stakeholders.
  • Act as liaison between auditors and program personnel.
  • Coordinate correspondence between external audit agencies and the program offices and shall be able to coordinate on-site visits between the audit agency and the program office.
  • Review audit requests, distribute requests to cognizant program office personnel, and establish task timelines.
