SAIC's Business Management organization represents the full depth and breadth of the acquisition value chain  - from the sell side (customer engagement and strategy development) to the buy side (program execution, strategic alliances, supply chain management and subcontractor development). We are the full acquisition organization that supports our external and internal customer mission. Our dynamic team of acquisition professionals support key business areas and strategy for SAIC's Growth Technology Accelerants (GTA) as well as core business initiatives. GTAs include Secure Cloud, Enterprise IT and Systems Integration & Delivery. Core business includes Engineering Services, IT & Technical Services and Logistics & Supply Chain.

 SAIC's Business Management organization is seeking a Subcontracts Principal to manage subcontracts/proposals with various Department of Defense Agencies. This individual must be able to work in a high-paced, team environment and must be organized and detail-oriented. 

 Typical Responsibilities Include:

·    Familiarity with various contract vehicles included Basic Ordering Agreements (BOA), Indefinite Delivery Indefinite Quantity (IDIQ) and Standalone Subcontract agreements

·    Experienced with supporting multiple subcontract cost types: FFP, T&M, Labor Hour

·    Have in-depth knowledge of the FAR and DFARS, with a proven track record of interpreting and applying complex regulatory requirements across all phases of the subcontract lifecycle

·    Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts.

·    Document fair and reasonable pricing per FAR by performing cost and and/or price analysis

·    Negotiates and coordinates additions, deletions, or modifications to subcontracts.

·    May sign supplier agreements and purchase orders within established authority.

·    Develops solutions to complex problems which require the regular use of ingenuity and innovation.

·    Provides guidance to more junior staff to achieve goals in accordance with  established policies.

·    Work is performed without appreciable direction.  Exercises considerable latitude in developing technical objectives or assignment.

Qualifications

·                Professional certification (CPCM/CFCM) preferred.

·                Ten (10) years of related experience with Bachelors degree; 4 additional years experience without Bachelors in lieu of a degree.

·                Experience with Microsoft Office (Outlook, Word, Excel, and PowerPoint).

·                Must have understanding of the government acquisition process.

·                Review FAR and DoD Supplement regulations regularly to ensure contract compliance with government regulations.

·                In-depth knowledge of the FAR and DFARS, with a proven track record of interpreting and applying complex regulatory requirements across all phases of the subcontract lifecycle

·                Supporting multiple contract types: FFP, T&M, Labor Hour

·                Excellent oral and written communications and ability to communicate clearly, effectively, and independently with senior management

·                Must be a US Citizen
