SAIC is seeking a Senior Principal Logistics Engineer who will be providing In-Service Engineering Activity – Integrated Logistics Support (ISEA-ILS) support for several PMW-160 programs including Consolidated Afloat Network Enterprise Services (CANES), Integrated Shipboard Networking System (ISNS), Consolidated Enterprise Regional Exchange System (CENTRIXS), Submarine Local Area Network (SubLAN), Expeditionary Fast Transport (EPF), Distributed Common Ground System – Navy (DCGS-N) and other IT basted systems. The ideal candidate will support the PMW-160 ILS Manager for Configuration Management (CM)/Configuration Information (CI) issues for all PMW-160 ILS products, including Naval Sea Systems Command (NAVSEA) new construction and Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) sustainment. Provide Engineering Change Request (ECR)/Engineering Change Proposal (ECP)/Engineering Change Order (ECO) review and updates as required.
This is an ONSITE role in Virginia Beach, VA
JOB DUTIES:
- Develop Configuration Item documentation in support of Allowance Parts List (APL) development, and Life cycle support under NAVSUP WSS.
- Develop and deliver Provisioning Technical Data (PTD) packages in support of Defense Logistics Agency (DLA) provisioning.
- Interface will all CANES vendors to collect/investigate product information, parts lists, and country of origin identifying risks.
- Review Incident Complaint Reports (ICRs), ECRs, and Engineering Proposal Requests (EPRs) to identify and report ILS and sustainment impacts/risks.
- Interface directly with the NAVSUP WSS Technical Support Agent (TSA)/PMW-160 ILS Manager to identify changes/updates to NSNs/NIICs, sustainment support, EOL changes, and Supply Support.
- Provide change data and coordinate with all ILS product developers to identify impacts to ILS products provided by End of Life (EOL)/End of Production (EOP), ICRs, ECRs, ECPs and ECOs.
- Communicate Material Support Dates with the material manager at NAVSUP WSS and his TSA as parts transition from PMW to NAVSUP WSS.
- Attend Change Implementation Boards (CIBs). Design Engineering Working Groups (DEWGs), In-Process Reviews (IPRs), and other program/ILS meetings representing the PMW-160 ILS Manager.
- Develop and present briefs on hardware support and configuration at Critical Design Reviews (CDRs) and Fleet Summit Meetings
- Perform data analysis, consultation in engineering/logistics strategies; cost analysis; strategy assessments; affordability readiness; warranty management; and reduction of total ownership costs.
- Performed Physical Configuration Audits (PCAs) with the ISEA and ILS to developed detailed Configuration Item material lists used for developing APLs, buying spares, and developing ILS products.
- Developed impact statements, performed vendor research, and determined the Mission Essential Code (MEC) for each Rack and Lowest Repairable Unit (LRU) within the system.
- Support the NAVSUP WSS by resolving EOL, suitable substitution, and configuration-control of over 5000 items. Most of these issues relate back to the PMWs and their ILS support.
- Lead the process for reviewing the Ship Change Documents (SCDs) and Ship Installation Drawings (SIDs) to develop the ILS CM/CI data to be used for the COP Load and ILS Certifications.
- Perform high-level briefs to Senior Leadership providing support-status on the 10 areas of logistics, and strategies to improve product development.
- Review ECPs & ECOs and develop the projected cost estimates, ILS products, and estimated completion dates.
- Work directly with the NAVSUP WSS TSA/PMW-160 ILS Manager to identify EC impacts and determine impacts to the ILS products and NAVSUP WSS Supply Support.
- Provide ECP/ECO notices to the ILS team as they are developed and approved.
- Coordinate with ILS product developers to identify impacts to these products as a result of EOL/EOP, ICRs, ECPs and ECOs as required by the ILS Manager.
- Communicate Material Support Dates (MSD) with the material manager at NAVSUP WSS and his TSA as parts transition from PMW to NAVSUP WSS. This includes subject areas for Life Cycle Maintenance Support, Operational Support, Configuration, Logistics Data Management, and total ownership costs.
- Attend CIBs. DEWGs, IPRs, and other program/fleet/engineering/ILS meetings as required representing the PMW-160 ILS Manager to present ILS status, and provide impacts to senior Navy management as required.
- Use Configuration Management Database tools to develop spares estimates, identify failure rates, determine low-level inventory, and other risk factors.
Qualifications
REQUIREMENTS:
- Bachelors degree in Electrical Engineering and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience
- Must be a U.S. Citizen
- Must have an Active Secret Clearance
- In-depth knowledge of and/or hands-on experience with all areas of Logistics, including Provisioning, Technical Documentation, Configuration files, ILS Certs, ILS Packages, PMS, ECRs, PSD, DMSMS, Spares.
DESIRED SKILLS:
- Experience working with Bill of Material (BOMs) and system drawings.
