SAIC is seeking a Program Manager for the United States Coast Guard (USCG) Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) major systems. This program will be part of a transformative venture, driving the future of next generation ice-breakers and enhancing the Navy and Coast Guard's polar mission effectiveness in response to evolving strategic and environmental demands.
This position is contingent upon award news expected November of 2025. Work will be performed onsite in Pascagoula, MS. Candidates local to the area preferred.
Duties:
- Manage team performance of stage 4 and 5 test procedures development and test execution project for USCG Polar Support Cutter C5ISR systems.
- Drive planning & delivery of high-quality deliverables in support of program requirements.
- Develop and/or review program specific planning and control documents.
- Communicate all key project plans, commitments, and changes including requirements, QA plans, schedule, and scope changes.
- Maintain and enhance all program processes and workflows.
- Develop, document and revise program processes and quality standards.
- Lead multiple cross-functional teams to support program requirements of varying size, complexity and duration.
- Collaborate and manage technical processes across all functions within program and business stakeholders.
- Manage change control processes.
- Continuously improve execution processes.
- Define and manage success criteria based on business requirements.
- Proactively identify and mitigate risks and remove obstacles to program requirements.
- Guide the completion of root cause analysis to ensure issues do not recur.
- Communicate plans and status, and escalate issues as required.
- Monitors, measures, and reports on team's performance via regular status reporting on team's accomplishments, issues and risks.
- Reviews critical project documentation for completion and provides feedback and coaching as required.
- Ensures project tasks and milestones are accurate and complete for all active projects.
- Works with the cross functional managers to identify potential improvements to enhance the efficiency and effectiveness of the role, including a clearly defined requirements hand off process between teams.
- Ensures team development of expertise with existing or new systems.
- Serves as a conduit between the cross functional managers, program and business stakeholders, fostering relationships across the organization.
- Serves as a stakeholder across all active projects.
- Holds team members accountable to meet estimates and time frames for all team's tasks and deliverables.

Requirements:
- Bachelor's degree with eighteen (18) years of experience with Naval or related electronics and communications equipment and systems; Masters and sixteen (16) years or more relevant experience
- Must be a U.S. Citizen.
- An active Secret clearance is required.
- Valid US Passport
Desired Qualification and Experience:
- Five (5) years as manager of Naval or related electronics and communications equipment and systems to include supervision project personnel, scheduling work, and equipment and material logistics control.
- Proficiency of Microsoft Office.
- Proficient Soft Skills for engaging with individuals in person, on phone and in written mediums.
- Previous SME experience with C4ISR or C5ISR.
- PMP certification or equivalent
- Experience with MIL-STD-2106 Development of Shipboard Industrial Test procedures
- Specific experience with shipboard Communication Cabinets, Gyrocompass Systems, Integrated Bridge Systems, Interior Communications (Alarms, Safety, Warning Systems), Military enhanced Global Positioning System, Navigation Data Distribution Systems, Unclass LAN, SIPRNET, and Surface Search Radar is highly desirable.
- TS/SCI eligible
- Cybersecurity Workforce (CSWF) (IA Level II) - Security+ certification, CISSP, Network+, A+ or equivalent.
