SAIC is seeking a motivated and customer-oriented Senior Program Manager to join our team in Chantilly, VA. The Senior Program Manager will lead a contract providing Systems Engineering and Technical Advisory (SETA) services to our Space and Intelligence Business Group. SETA Services provided encompass a variety of areas, primarily supporting Mission Operations, Mission Support, and Engineering Services.

This position requires an active TS/SCI clearance for consideration. 

Key Responsibilities:

• Serve as the primary point of contact for the Customer, managing contract-related, technical, administrative, and contractual aspects of the CPAF LOE contract.
• Ensure that all tasks within the Statement of Work (SOW) are executed efficiently, including management support and surge capabilities.
• Collaborate closely with Section Managers and SAIC Recruiting to identify, hire, and mentor highly qualified staff, adhering to industry norms for talent acquisition in the Intelligence Community.
• Build and maintain productive relationships with team members, vendors, and stakeholders involved in SETA services.
• Responsible for the staffing, management, quality assurance, and performance metrics associated with the contract, utilizing best practices in project management.
• Conduct corporate financial and technical reviews to measure program performance against industry standards.
• Ensure timely delivery of all Contract Data Requirements List (CDRL) items.
• Provide leadership, guidance, and resources to contract leads, program team leaders, and individual contributors.

Qualifications

• Active TS/SCI clearance (with Polygraph preferred).
• Bachelor's degree plus 15 years of relevant experience; or a Master's degree with 12 years of experience.
• Proven project and contract management skills, with experience managing high-performing teams that deliver systems engineering technical services across multiple locations.
• Extensive knowledge of Intelligence Community (IC) operations and SETA services, including recent trends and technologies in the field.
• At least 6 years of experience in personnel management, as a Deputy Program Manager, Technical Lead, or Project Manager on NRO contracts
• Minimum 5 years of experience supporting 24/7 operational environments focused on GEOINT/SIGINT missions (ground and space).
• Relevant experience with IC organizations and procedures.
• Technical expertise in Systems Engineering and Mission Operations.

Desired Qualifications:

• Master's degree in a technical discipline from an accredited institution.
• Current Project Management Professional (PMP) Certification.
• Minimum of 5 years in a Program Manager role overseeing a team of at least 50 personnel.
• Understanding of and experience with performance metrics commonly used in government contracts, such as Cost, Schedule, and Performance (CSP) indicators.
