JOB DESCRIPTION:

 The Navy C5ISR Director will be responsible for the successful delivery of a current portfolio of programs as well as the growth and capture of new programs with the NAVWAR, NIWC PAC, and commercial customer market and potentially new markets as directed by the VP.  The Director will lead multiple program managers with a variety of programs focusing on Naval C5ISR and Information Warfare (IW) systems, naval fleet platforms and systems, and naval enterprise IT systems.  The Director's time averages a 75/25 split between direct customer support activities and indirect activities focusing on portfolio management, proposals, and strategic growth efforts. They will ensure the integration of activities in accordance with contract requirements to include technical, schedule, cost, and financial performance of all their respective programs. They will work with recruiting and their PMs to staff open requisitions quickly and work to improve employee retention.

 Business Development: They will manage current customer relationships, assist the C5ISR Market VP to develop and execute to the overall growth strategy, and enhance our core capabilities as they relate to customer technical requirements.  They will develop productive relationships with customers and industry partners alike to integrate technology into platforms and develop strategies to support the Warfighter. They will submit progress reports, attend industry events as directed by the VP, and respond to ad hoc data calls. They will support the account's Objectives and Key Results (OKR's) initiatives. They will use their knowledge of naval C5I systems, processes, standards, and methods to help develop, implement, and deploy engineering solutions and services for use on individual programs and throughout the Naval Business Group. They will serve as proposal writers or reviewers and mentor other personnel to grow in this area.  Growth is an important factor of the position.  The position requires the ability to develop market and customer growth strategies, to create executable plans and build a pipeline to achieve the strategy, to closely interact with the potential customers on future opportunities, to lead the development of solutions, and to ensure the capture of new work.  The Director will lead and manage a team of teams, be responsible for a large number of employees, and the proper staffing of all programs.

 JOB DUTIES: 

  • Experience in successfully organizing and leading large teams at senior levels.
  • Experience with forecasting, monitoring, and planning financials with a focused effort at driving growth.
  • Demonstrated business acumen with successful leadership and delivery of large technical programs to DoD customers, but particularly Naval customers.
  • Demonstrated experience growing Naval programs.
  • Demonstrated experience with commercial sales including FAR PART 12 as well as OTAs and building rapid prototypes.
  • Program management experience at the senior level and experience leading a portfolio of programs including managing and mentoring junior to mid-level program managers.
  • Experience delivering integrated and interoperable C5ISR capabilities and support to the Navy's shore and expeditionary forces through modernization, acquisition and system integration.
  • Expert-level written and verbal communication skills to include customer presentations. 
  • Previous experience supporting Naval System Center Commands such as NAVWAR and NIWC PAC.
  • Extensive proposal experience leading technical solution development on key Naval C5ISR & IW opportunities.
  • Coordinating efforts with supporting organizations including contracts, procurement, project control, finance, and human resources
  • Regular interaction across all levels of management. Interactions may involve controversial situations, customer negotiations, or influencing and persuading other senior level managers that result in the best business outcomes
  • Creating and maintaining a collaborative environment conducive to the professional growth and development of the team and the free flow of information throughout the entire organization.

Qualifications

REQUIREMENTS:

  • Masters Degree and sixteen (16) years or more experience; Technical degree preferable
  • Must be a U.S. Citizen
  • Must have an Active Secret Clearance to start
  • Must be able to obtain a TS/SCI after start

Target salary range: $200,001 - $240,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
