SAIC is seeking a Policy Analyst Principal to support the Collaborative Operations for Battlespace Resilient Architecture (COBRA) program at the US Air Forces Europe / Air Forces Africa (U-A) Warfare Center (UAWC) in Kaiserslautern, Germany.
COBRA provides for the implementation, integration, development, and delivery of Modeling and Simulation (M&S) solutions to support the US Air Force, Department of Defense, and mission partner multi-domain operations (MDO) within the Joint All-Domain Command and Control (JADC2) strategy.
This role of this position is to manage the UAWC Joint Training Program accredited and certified by the Joint Staff J-7 Joint Training Coordination Program (JTCP) and to provide operational analysis to support UAWC leadership decision-making.
Duties of the Policy Analyst Principal will include:
- Maintain UAWC Joint Training Program and Training Site accreditation according to JTCP standards.
- Analyze interacting operational activities of the UAWC to identify resource allocation shortfalls that can be mitigated via JTCP to fulfill UAWC, US Air Force, and Department of Defense goals and objectives.
- Compile and analyze data collected in after-action reports to determine trends and identify areas of improvement to meet UAWC goal and objectives.
- Provides integral policy support in the capability development and integration of solutions and the conceptualization, design, development, testing, verification and validation, documentation, and implementation of modeling and simulation-based decision support system applications.
- Develop budget requests for the Joint Training Coordination Program
- Prepare strategic matrices and risk mitigation plans
- Prepare and deliver after-action reports per JNTC requirements
- Assist in conducting research and analysis to support UAWC mission requirements, including developing policy recommendation, white papers, and reports
- Assist the UAWC with effective planning, programming, and budgeting to execute resource requirements, including building and defending 4-star decision data via the USAF Strategic Planning Process and influencing the POM process directly

· U.S. Secret security clearance, eligible for Top Secret / SCI. Must be a US Citizen
· Bachelor's Degree and 10 years or relevant years of experience in lieu of degree.
· Possess in-depth knowledge of USAF planning, programming, budgeting, and execution cycles.
· Demonstrated ability in creating, coordinating, and delivering briefings to a wide range of audiences.
· Outstanding organizational and communication skills.
Desired Experience/Qualifications:
· Possess a working knowledge of the Project Management Institute PMBOK Guide.
· Possess in-depth knowledge of the Military Decision-Making Process (MDMP).
· Familiarity with US Air Force training requirements, methodology, and procedures.
Travel – International travel of up to 10%.
Expected Salary Range - Highly dependent on candidate qualifications.
· $95,000-$145,000
