The Air Force and Combatant Commands Business Group of SAIC is seeking a Master Scheduler and Business Agile Specialist to support a transformational infrastructure program for DCSA.
SAIC is proud to be supporting DCSA in safeguarding our nation's information. DCSA is the designated oversight authority on the accreditation of classified facilities, information systems, and the insider threat program. This involves security oversight of more than 10,000 companies and approximately 13,000 facilities involved in classified work throughout the DoD and 31 Federal agencies.
Specifically, on the DCSA One IT program, SAIC will provide an enterprise IT solution that delivers highly secured and adaptable IT infrastructure, provides customer support, and cutting-edge technologies that support operations and advance the DCSA mission under a single IT environment (i.e., One IT).
Job Description
This position is a Master Scheduler and Business Agile Specialist serving multiple projects or Agile Release Train (ART) teams. The role specializes in developing and implementing synchronized, visible release roadmaps that track directorate strategy through the development cycle into project delivery in ART project teams.
The ARTs overseen by the RTE work independently on specific areas of software development or project management processes under the purview of the directorate. The correct candidate will have exceptional levels of social/political savvy to work with diverse stakeholders both in the contractor base, and in government leadership roles to agree on timelines, outcomes, and fulfilment of dependencies between ARTs.
The RTE provides high-level guidance by developing and implementing scheduling processes on a large scale. They coach Scrum leaders and their teams on scaled Agile framework (SAFe) processes to succeed. Their hands-on proficiency with SAFe enables teams to implement synchronized, sustainable Scrum delivery across multiple projects.
This role is a servant leader position providing guidance to ART teams while completing tasks alongside team members during peak times as needed.
Duties of this role:
- Managing the integrated Program Roadmap roll-up of ART/Project schedules from JIRA and agile ceremonies to portray intended delivery across all directorate purview.
- Coordinating and aligning ART activities with the organization's strategic goals.
- Serving as liaison between Director, Engineer, product owners, development and operations teams to increase coordination, reduce delivery risk.
- Creating and maintaining an integrated, synchronized calendar for program increments (PIs), Sprints, milestone reviews of ART projects.
- Implementing PI planning events and integrating their roadmaps across multiple ART projects.
- Assisting the PM/PM and engineer in the development and implementation of new programs and features by translating needs to ARTs as Epics, Components, and Stories.
- Helping the ARTs manage and mitigate risks, such as budget and productivity issues.
- Identifying and managing bottlenecks through resource allocation.
- Promoting improvement through inspect and adapt (I&A) events after PI completions.
- Helping keep the ART productive by ensuring the use of lean-Agile processes.
- Working closely with the project teams to develop, maintain and manage the project schedule across multiple projects.
- Reporting on consolidated Release Train roadmap statuses, ART delivery trends, PI schedule risks and integration opportunities.
- Maintaining 90-day roadmap accuracy as ARTs adjust sprint delivery to accommodate change during PIs.
- Providing delivery roadmap analysis and metrics to key stakeholders on a regular basis.
- Participating in ART led- improvements to standards to support the developers in successful delivery of sprint commitments.
- Identifying activities impacting the delivery, facilitating the identification of opportunities to accelerate completion of the work, or measures to avoid potential delays.
Qualifications
Required Qualifications
It is required that the Master Scheduler and Business Agile Specialist have the following qualifications:
- BA/BS with nine (9) or more years of progressive experience in fields of Scrum Master, Agile Coach, Product Owner, Master Scheduler, Project Manager, Delivery Planning, Delivery Management, or related fields with recent accomplishments in unifying multiple, independent project roadmaps in a Lean/Agile enterprise.
- Secret clearance.
- Proficiency with Atlassian Jira, Portfolio/Jira Planner, Confluence Calendar/Schedule/Gantt, MS Project, and/or Trello, BaseCamp, Central Desktop, or other Unified project schedule/collaboration tools.
- Proficiency with MS Project.
- Deep, proven experience in reflecting complex independent schedules from independent teams in an integrated "single pane of glass" to include inter-project dependencies.
- An understanding of critical path method in Scaled Agile Framework (SAFe) to ensure, and communicate timely delivery of milestone delivery.

- Business Acumen: must have a good understanding of the DOD, IC, and DIB to be able to align ART goals with DCSA objectives.
- Problem-solving and decision making: ability to identify and resolve issues and make informed decisions that align with the goals of PM NISS, and the agency.
Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
