DescriptionSAIC is seeking experienced personnel for the DHS Countering Weapons of Mass Destruction (CWMD) Office Policy, Plans and Analysis directorate to support further development and continued operation of the National Biosurveillance Integration Center (NBIC).
The Innovation Applied Scientist is expected to conduct independent research and collaborate with other biosurveillance and data management researches to identify and evaluate new technical approaches for application across the biosurveillance mission portfolio. Develops, tests, evaluates and incorporates novel algorithms and methods for complex, large-scale scientific data analysis in coordination with operational/analytic end-users within and outside of CWMD. Provides technical advice and analytic support to the management of external pilot projects developing new systems, algorithms, and technical approaches.
Provide technical support in the development of new approaches, systems, and algorithms for national biosurveillance. In order to provide advanced applied science technical support to NBIC's analytic and operational development projects, expertise will include advanced education, knowledge, and capabilities in, but not limited to, mathematics, statistics, computer science, modeling and simulation, software engineering, and signal processing. Support methodologies alongside NBIC federal staff in the development, testing, and deployment of new national biosurveillance capabilities. • Provide technical support in the execution of advanced data analytics applied to existing and novel data relevant to biosurveillance. In order to provide “big data” analytic support to NBIC and other core CWMD activities, expertise will include advanced education, knowledge, and capabilities in, but not limited to, mathematics, computer science, statistical and probabilistic modeling, and advanced analytic software such as Matlab and SAS. • May provide advanced technical support in the areas of quantitative and semi-quantitative risk and decision analysis. Specifically, support the development of advanced risk and decision analysis approaches for application in both real-time biosurveillance operations and predictive analysis, and will maintain expertise that includes advanced education, knowledge, and capabilities in risk and decision analysis. Example approaches include, but are not limited to, Bayesian networks, inference diagrams, probabilistic risk analysis, decision trees, fault-tree analysis, game-theory, consequence modeling, and probability modeling and elicitation. • May support the development and implementation of exercises to inform the Center's concept of operations as well as identify capability gaps and necessary improvements.
QualificationsEducation: B.S. degree in natural or physical sciences, engineering, computer science, mathematics, statistics, or related fields. Certain circumstances may require candidates with an M.S. or M.A. level of education.
General Experience: Must have a Bachelor's degree and 3 years experience, or a Masters Degree and 2 years experience; qualifying experience must be in the natural or physical sciences, engineering, computer science, mathematics, statistics, informatics, or related fields.
Specialized Experience: Considerable professional experience in the natural or physical sciences, engineering, computer science, mathematics, statistics, informatics, or related fields. Must have experience developing, or evaluating the development of, systems, algorithms, and approaches for complex large-scale data analysis across a range of different types of data.
Experience with modeling and simulation, software engineering, and signal processing.
Familiarity with advanced analytic software such as Matlab and SAS.
Desired QualificationsExperience with Department of Homeland Security (DHS) desirable and/or federal, state, or local public health surveillance and biosurveillance operations.
Knowledge of Bayesian networks, inference diagrams, probabilistic risk analysis, decision trees, fault-tree analysis, game-theory, consequence modeling, and probability modeling and elicitation.
Active Secret Clearance required
Must be able to successfully obtain a DHS Suitability clearance
