The Sponsor requires a team to coordinate and manage technical projects in support of a mission-impact focused office. The team will support technical projects spanning financial industry, telecommunications, media, and energy sectors. SCOPE: The Sponsor requires a team to coordinate and manage technical projects in support of a mission impact focused office. The Sponsor seeks assistance with performing technical project management that spans technical data analysis, information technology security research, data integration, software evaluation, and graphical visualization disciplines for multiple projects using the Sponsor's enterprise IT systems. The team will support technical projects spanning financial industry, telecommunications, media, and energy sectors. TECHNICAL REQUIREMENTS: The Contractor Team shall communicate and collaborate across organizational boundaries, to include other contractor teams. The Contractor Team shall work with Sponsor staff and other contractor personnel, as well as external stakeholders. The Contractor Team shall determine how requirements are accomplished. The Contractor shall ensure that all developed applications and modifications to existing Sponsor applications operate in compliance with applicable documents. Planned activities shall be coordinated with all stakeholders and approved by the Sponsor. The Contractor Team shall support the Sponsor to plan, develop, execute, and manage technical projects in support of mission requirements. Engineering (~4 FTE) a. The Contractor shall work in partnership with an integrated team of staff and contractor targeting analysts to develop mission-focused projects for the Sponsor. b. The Contractor shall extract and fuse network, computer, and mobile data from multiple Sponsor data sources to provide value added technical analysis to inform operational planning. c. The Contractor shall evaluate and integrate technical and financial data using Sponsor's IT systems. d. The Contractor shall identify key data trend across technical and financial data sets to provide analysis via briefing, proposals, and/or reports. e. The Contractor shall leverage financial technology and platforms to develop tailored analytic reports to be provided to the Sponsor. f. The Contractor shall utilize information technology security research to identify projects in coordination with Cyber Security Project Managers. CRITICAL CORE COMPETENCIES: Engineering Supports data analysis of customer data holdings, along with exploitation of data related to technical and financial data sets. Identifies opportunities for technical projects related to Sponsor dataset to optimize operations of customer processes.

Qualifications

Required Skills:

TS/SCI with polygraph

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience.

1. Demonstrated experience with technical data exploitation and analysis of all source data sets. 2. Demonstrated experience with computer systems, networking, and mobile data set exploitation. 3. Demonstrated experience utilizing Sponsor data sets to develop and build out technical analysis and provide technical vulnerability assessment for networks. 4. Demonstrated experience communicating information to both technical and non-technical personnel, both verbally and via presentations.

Desired Skills:

1. Demonstrated experience work with cryptocurrency technologies and financial transactional process. 2. Demonstrated experience providing data analysis using scripting and data analysis tools; such as Python, Perl, or general database experience. 3. Demonstrated experience working with internal and external financial offices. 4. Demonstrated experience with supporting technical operations development and cyber projects. 5. Certification(s): Certified Anti-Money Laundering Specialist (CAMS); Certified Cryptocurrency Investigator - Blockchain Intelligence Group (CCI). 6. Demonstrated experience working in partnership with an integrated team of staff and contractor targeting analysts to develop mission-focused projects for the Sponsor. 7. Demonstrated experience extracting and fusing network, computer, and mobile data from multiple Sponsor data sources to provide value added technical analysis to inform operational planning. 8. Demonstrated experience evaluating and integrating technical and financial data using Sponsor's IT systems. 9. Demonstrated experience identifying key data trend across technical and financial data sets to provide analysis via briefing, proposals, and/or reports. 10. Demonstrated experience leveraging financial technology and platforms to develop tailored analytic reports to be provided to the Sponsor. 11. Demonstrated experience utilizing information technology security research to identify projects in coordination with Cyber Security Project Managers.
