SAIC is seeking an Acquisition & Systems Engineer to provide systems engineering and technical advisory (SETA) services to a United States Government customer. SETA contractors provide analysis and engineering services in a consulting capacity, working closely with the government's own engineering staff members. This customer is responsible for designing, building, and operating national security-related systems based in space, in the air, and on the ground.   SAIC has an opening for an engineer with strong acquisition background to provide SETA support to our customer who is responsible for developing and maturing technology from low Technology Readiness Level (TRL) applied research into demonstratable capabilities that can be inserted into system program baselines. The successful engineer will support the generation after next of national security-related systems.   Roles and Responsibilities
 
  • Advise on acquisition strategies, contracting approaches, and compliance regulations
  • Prepare, review, and update acquisition documentation such as Acquisition Strategies, Request for Information (RFI), Statement of Work (SOW), Performance Work Statement (PWS),and source selection plans
  • Provide technical and programmatic input during source selections, contract modifications, and performance evaluations
  • Monitor contractor performance, track deliverables, and identify schedule, cost, and performance risks
  • Provide recommendations to ensure schedule, cost and technical objectives are met
  • Support milestone and readiness reviews by developing briefings, decision memoranda, and risk assessments
  • Coordinate with contracting officers, program control officers (Finance), legal counsel, and technical stakeholders to resolve acquisition-related issues
  • Assist in program financial planning, budgeting, and execution in accordance with DoD PPBE (Planning, Programming, Budgeting, and Execution) processes
  • Track program funding obligations, expenditures, and forecasts; develop spend plans and financial status reports
  • Conduct financial analysis to identify funding shortfalls, execution delays, and cost trends
  • Support cost estimating and analysis for program and contract decisions
  • Ensure financial data integrity and compliance with government financial management policies and procedures
  • Serve as liaison between financial management, acquisition, and technical teams to ensure alignment of program objectives and resources
  • Support risk management, schedule integration, and performance metrics tracking
  • Participate in meetings, working groups, and reviews to represent acquisition and financial perspectives
  • Support milestone reviews, readiness assessments, and risk management activities by developing data-driven analyses and briefing materials
  • Represent the program office in internal and external meetings, providing acquisition and financial status updates and recommendations
     

Qualifications

Required Qualifications  
  • Active TS/SCI with Poly
  • Bachelor degree with +10 years related experience
  • Knowledge of SIGINT and GEOINT systems and/or technologies
  • Program/Project management experience and technical leadership
  • Demonstrated ability to work in a fast-paced, dynamic and energetic environment 
  • Good working knowledge of MS Office applications
  • Effective interpersonal skills and strong briefing and writing skills
  • Aptitude for on-site SETA work
  Desired Qualification  
  • Advanced degree in STEM or related discipline
  • Knowledge of leading-edge technologies, such as wideband receiver architectures, digital signal processing, phased arrays, RF systems testing and characterization
  • Strong understanding of RF engineering principles, such as, linearity, Noise Figure, Gain, VSWR, SIGINT and RADAR
  • Familiarity with DoD and IC acquisition, budget, and contracting processes
  • Experience and ability to coordinate with DoD or IC R&D organizations
  • Knowledge of the Program Management Tools and follow-on capabilities
  • Proficiency with Microsoft Excel, including creation and analysis of pivot tables
  • Comprehensive understanding of the Budget process across the Future Years Defense Plan (FYDP)
  • Understanding of requirements development and how they influence budget and contract processes
  • Experience with unfunded requirements (UFR) identification and advocacy for available funds
  • Knowledge of inter-organizational agreements including Interagency Agreements (IA) and Memoranda of Understanding (MOU)
