Job Summary

Implements and manages the CCI's data repository that houses health records including administrative (claims), clinical (EMR), and other related data. Responsible for the implementation and operations of the database structures to store and manage the data; data normalization (specifically with regard to health data standards); and overall database operations. Supports the data acquisition and data integration processes and assists in the implementation of tools to standardize and accelerate data acquistion where and when possible. Supports the CCI application development (software engineering) and interface engineering efforts to make data available to applications (internal and external) as needed through appropriate methods. Supports the CCI research efforts by implementing and maintaining approaches to de-identify data and make it available for research initatives. Works with business, product, and technical staff to meet the business goals through effective database implementation and operations. Follows and adheres to established database controls (access, security, processes).

Accountabilities

  • Implements, develops and manages database systems and solutions to align with CCI's strategic business objectives. Under moderate direction, blends an effective combination of specializations to conceptualize, design and develop total database solutions for enterprise-wide information technology. Implements, automates and operates the regular import of data (clinical/EMR and other) and normalizes data into CCI database(s). Implements, automates and operates the regular export of data. systems. Oversees the operations of CCI's database systems ensuring reliable, high-performing database systems. - 45%
  • Creates information technology plans based on an understanding of the customer's organization, strategic direction, technology context and business needs. Translates customer and organizational objectives and critical success factors into actionable business, organization and technology strategies. - 10%
  • Manages security of the protected health data in a manner that is compliant with internal and external policies and regulations.10%
  • Remains current on modern database technologies, methods and techniques especially with regard to data import/export tools used for health data. Implements and oversees database system/development best practices. 10%

Supervisory/Management Responsibilities

  • This is a non-management job that will report to a supervisor, manager, director or executive.

Minimum Requirements

  • Bachelor's Degree in Information technology or related field.
  • 3 years of computer science, bioinformatics, management information science, database administration, especially in the Oracle and Microsoft environment.

In Lieu Of The Minimum Requirements Listed Above

  • In lieu of the education and experience requirements noted above, an Associate's degree in Information Technology or a related field and 5 years experience in computer science, bioinformatics, management information science, database administration, especially in the Oracle and Microsoft environments; OR a High School Diploma and 7 years experience in computer science, bioinformatics, management information science, database administration, especially in the Oracle and Microsoft environments may be considered.

Other Required Skills and Experience

  • Experience working with large databases and enterprise-class relational database systems (RDMS such as Oracle, MS SQL Servier, PostgreSQL) in high-availability environments - Required
  • Experience with NoSql systems - Preferred
  • Experience in enterprise health data management including experience with health data ETL, health data normalization, and common health data standards for transport (such as HL7) as well as standardizations (SNOMED, LOINC) - Preferred
  • Experience working with electronic medical records (both the data and EMR systems) - Preferred
  • Knowledge and experience working with protected data and applicable regulation (may include health data and HIPAA and privacy regulation or classified data) - Preferred
