SALARY:  $61,797(NEGOTIABLE)
(Employees will receive 5% below the negotiated pay rate during their probationary status.)
Exempt   POSITION SUMMARY
This position is responsible for the overall performance and administration of the learning management system (LMS) at Oneida Nation. Continuation of this position is contingent upon funding allocations.

DUTIES AND RESPONSIBILITIES:
1. Manage the LMS administrative functions including maintenance of learner profiles, and notifications to ensure appropriate learning is delivered to the target audience.
2. Ensure the seamless functioning of the LMS, troubleshoot issues, and implement updates as necessary.
3. Collaborate with Digital Technology Services (DTS), Human Resource Information Specialist (HRIS) and vendor teams to integrate system enhancements and optimizations.
4. Work closely with the Training and Development team to identify training needs and develop strategies to address them.
5. Partner with the Training and Development team to design the structure and maintain the content housed in the LMS.
6. Prepare, review and upload content into LMS.
7. Create assessments/evaluations, convert various file extensions, and assist with troubleshooting within the LMS.
8. Assist the Training and Development team in applying knowledge of the LMS application to develop and execute learning solutions.
9. Maintain training compliance through routine audits, reporting, and employee status tracking.
10. Serve as the subject matter expert of the LMS to serve the learning needs of the organization.
11. Assist departments with course deployments, accessing external/third-party training and certifications within the LMS.
12. Provide customer service to users, address inquiries and issues related to the LMS.
13. Manage the preparation and import of Sharable Content Object Reference Model (SCORM) courses into the LMS including review and testing of courses.
14. Provide technical support and training to employees in using the system and maintain content.
15. Serve as liaison between employees and technical resources as required; escalate issues through the proper channels and work with escalation point person to achieve issue resolution.
16. Demonstrate continuous effort and initiative to improve operations, secure the LMS, optimize services, and maintain availability.
17. Identify opportunities for process and quality improvements.
18. Maintain strict departmental security, confidentiality, and quality to meet professional standards of the department.
19. Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:
1. Frequently walk, sit; occasionally stand, lift and/or move up to twenty-five (25) pounds.
2. Work is generally performed in an office setting with a moderate noise level.
3. Must be able to work a flexible work schedule to include evenings and weekends.
4. A Tuberculosis (TB) Screening and/or 2 step TB Skin Test is required within thirty (30) days of employment and annually thereafter as required.

STANDARD QUALIFICATIONS:
1. Ability to learn and use various learning management system software.
2. Experience in creating end user training for LMS.
3. Experience in technical/business writing.
4. Knowledge and understanding of adult learning principles, and of a wide range of training methods, techniques, and formats.
5. Experience using digital tools to create flexible and innovative learning programs.
6. Experience with computer and software including Microsoft Office Suite (Word, PowerPoint, and Excel) and learning management system software.
7. Attention to detail.
8. Strong data entry skills.
9. Ability to work collaboratively in a team-oriented environment.
10. Ability to exercise independent judgment.
11. Ability to establish and maintain good working relationships with the individuals of varying social and cultural backgrounds.
12. Strong project management skills.
13. Knowledge of methods and techniques for planning, designing, developing, and virtually delivering instructional content.
14. Must adhere to strict confidentiality in all matters. (Must sign a confidentiality statement prior to employment.)
15. Must be willing and able to obtain additional education and training.
16. Must pass a pre-employment drug screening. Must adhere to the Nation's Drug and Alcohol-Free Workplace Policy during the course of employment.
17. Must pass a background security check with the Oneida Nation in order to meet the Employment Eligibility Requirements,
18. A valid driver's license or occupational driver's license, reliable transportation, and insurance are required. Must obtain a Wisconsin driver's license or occupational driver's license within thirty (30) days of employment if applicant has an out-of-state driver's license. Must be authorized as eligible to operate a personal vehicle under the Oneida Nation's Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver's eligibility as a condition of employment.

MINIMUM QUALIFICATIONS:
Applicants please clearly state how you meet these qualifications on the application/resume.
1. Bachelor's degree in Computer Science, Human Resources, Education, Instructional Design, Business Administration, or related field; an equivalent combination or education and experience may be considered. 2. Minimum of three (3) years of experience supporting a learning management system.
3. Minimum of two (2) years of experience in developing e-Learning curriculum.
