Summary:
Ensures the development, monitoring, submission, and presentation of Oneida Comprehensive Health Division's (OCHD) budgets are maintained in accordance with established OCHD Strategic Plan, laws, regulations, policies, and procedures. Maintains the OCHD Strategic Plan by planning, organizing, and facilitate the division for continuous improvement. Monitors the Financials for the division and outside entities as requested. Monitors OCHD grants to ensure accuracy of spending. Manages the annual audit needs requested by the Oneida Nation's Central Accounting Department. Acts as the Compliance Officer for the OCHD. Continuation of this position is contingent upon funding allocations.
Responsibilities:
1. BUDGET
a. Develop, organize, monitor, communicate and facilitate the OCHD budget process.
b. Facilitate budget training as needed.
c. Develop a comprehensive budget presentation format to utilize during the budget approval process.
d. Works closely with the OCHD's Executive Management Team to continuously maintain the OCHD Strategic plan.
e. Communicate the strategic plan to the Division in coordination with the budget process.
f. Work closely with the Health Division's departments to review and analyze budgets to ensure accuracy.
g. Consolidates the OCHD budget, develops the revenue portion in coordination with the Business Operations Director, reviews consolidation for accuracy, makes recommendations for change.
h. Continuously makes improvements for future OCHD budgeting processes.
i. Keep OCHD leadership informed of status of budget activities by communicating in various ways.
j. Develops various budgets as needed in coordination with the appropriate staff.
k. Ensure all steps within the OCHD budget process are in compliance with the General Manager, and Oneida Nation's budget requirements/timelines.
2. REPORTS
a. Prepare reports for Division, Nation, and/or Funding agencies such as Cost reports and others as needed.
b. Work closely with the departments on their reporting requirements and needs. Assist in gathering the required information.
c. Prepare various budget reports as needed.
d. Distributes monthly reports to the departments after Accounting's month-end close.
e. Continually monitor the reporting format and work closely with DTS for continuous improvement.
3. FINANCIAL
a. Performs a variety of analytical, technical, and administrative work.
b. Gathers and prepares special financial materials as requested.
c. Assist in the procurement process for OHCD.
d. Manages grant information for the OCHD by keeping track of the grant identification number(s), guidelines, and reporting requirements.
e. Analyzes and conducts monthly review of the financial statements.
f. Manages the annual audit needs for OCHD in coordination with Central Accounting.
g. Works to improve or develop financial management systems and related policies, goals and objectives for the division.
4. COMPLIANCE
a. Develops and maintains the Compliance Plan for the OCHD.
b. Conduct training to employees upon hire and on a regular basis thereafter.
c. Chairs the Compliance Committee for the OCHD in coordination with the OCHD Corporate Compliance Program.
d. Reviewing and/or implementing policies and procedures to prevent/detect illegal conduct and/or unethical business practices.
e. Test compliance on a regular basis and report any discrepancies identified.
5. Always practice excellent customer service skills to include, but not limited to, addressing customer and employee needs courteously and promptly.
6. Ensures compliance to established laws, regulations, policies, and procedures, and the multi-year funding agreement.
7. Maintain professional and technical knowledge by conducting research, attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.

- Two (2) years progressive work experience in Accounting and/or finance
- Knowledge of Indian Health Service and the Multi-Year funding agreement.
- Experience working with Power 8, specifically the modules of Purchasing, Budget, and Report Writer.
