After successful completion of the probationary period, employee will receive off probation wage increase.


Summary:

Coordinate, manage and assist in the implementation of assigned environmental compliance programs related to the: Resource Conservation and Recovery Act; Comprehensive Environmental Response, Compensation and Liability Act; Toxic Substances Control Act, the National Environmental Policy Act and Tribal Law. Organize environmental compliance activities related to tribal activities and administer grants awarded under federal and state programs for implementation of these regulations.


Responsibilities:

* Develop, analyze, and implement strategic plans for program administration, grant award implementation and assure compliance with the “Terms and Conditions” of grant awards and cooperative agreements.
* Manage, participate in, contribute to reviewing, developing, implementing, and auditing environmental policies, procedures, practices, and training requirements for compliance with all applicable and appropriate environmental regulations.
* Analyze and evaluate all local, state, tribal and federal laws, regulations, and ordinances governing environmental programs to ensure compliance.
* Develop, implement, maintain, and review related Tribal policies and procedures.
* Works with federal agencies including the EPA and BIA and other departments on process improvements.
* Attend and participate in professional group meetings to stay abreast of trends and innovations in the field of environmental compliance.
* Support the continued development of Tribal environmental databases to ensure accuracy and timeliness of information.
* Achieve financial objectives by tracking and monitoring program budgets.
* Provide technical assistance to other environmental staff, other departments, committees, groups and community members on programs and projects.
* Manage related projects to include obtaining bids and proposals, negotiating contracts, and monitoring projects to Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies.
* Ensure adherence to budget and time requirements and compliance with established policies, procedures, and regulations.
* Secure additional funding and grant monies for continuation and expansion of program services.
* Keep leadership and other departments informed of status of program activities by attending meetings and submitting reports.
* Coordinate information and education programs regarding the program to include promotional materials, newsletters, and educational special events; stay abreast of new and emerging technologies.
* Maintain professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conferences, reviewing professional publications, establishing and participating in peer to peer and professional organizations and groups, confer with contracting agencies and related organizations.

Education with Equivalent Qualifications:
Essential:
* Bachelor's Degree in Natural Resources
* Bachelor's Degree in Environmental Planning

Credentials:

Essential:
* Driver's License Personal & Tribal Vehicle
* Insurance Required
* 40-hour Hazardous Waste Site Worker certification, ability to obtain with 6 months of employment and maintain throughout employment.

Must pass a background check to meet Employment Eligibility Requirements. If applicable, must pass a background check to meet Oneida Nation/State Compact and/or Oneida Nation Gaming Ordinance, and may be required to obtain a temporary license and/or Gaming license as a condition of employment.

Must be willing and able to obtain additional related education and training.

Must pass a pre-employment drug screen and adhere to the Nation Drug and Alcohol-Free Workplace Policy.

A Tuberculosis (TB) Screening and/or a 2 step TB Skin Test is required within thirty (30) days of employment.

Must provide a copy of diploma/degree, license, or certification upon employment.
