Summary:

Accomplish the Children and Family Services Department objectives by coordinating foster care placements for Oneida children including, recruiting, licensing, training, and monitoring foster homes according to state statutes. Manage cases of foster parents and children through joint case management and permanency planning with Indian Child Welfare. Ensure that services are provided effectively and efficiently to the Oneida Nation. 


Responsibilities:

* Provide excellent customer service at all times to include but not limited to, addressing customer and employee needs courteously and promptly.
* Develop positive working relationships with county, state and tribal agencies.
* Participate in all pertinent case staffing and meetings with Indian Child Welfare, county agencies and other related programs. a. Refer cases for supportive services to counseling services, Oneida Community Health Center, or other appropriate agencies. b. Coordinate respite services and provider for respite care. c. Intervene in crisis situations.
* Coordinate out-of-home placement in Foster Care or Adoption cases. a. Provide supportive services and needs assessments for families to address safety concerns and to best maintain the placement. b. Determine child placement and assist with the transition to the foster home. c. Monitor foster homes and client placements via phone contacts and home visits.
* Assist in reunification efforts between children and families.
* Administrative functions will include, but is not limited to the following: a. Perform data entry and maintain case files, ensuring accuracy of data, and ensuring pertinent, accurate, and current information regarding the children and caregivers. b. Assure security, confidentiality, and quality services, and professional standards at all times. c. Meet with the state administrator to ensure compliance of program and funding are being met. d. Prepare and submit correspondences, narrative, statistical and other required reporting.
* Maintain professional and practice-based knowledge by attending educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional multidisciplinary work groups; conferring with representatives of contracting agencies and related organizations
* Recruit prospective foster parents and adoptive parents using print media, attendance at community functions, service organizations, networking, and other potential resources. a. Collaborate with external licensing agencies for recruitment purposes. b. Provide potential providers with information about the licensing process. c. Interview and perform required background checks on potential foster, adoptive, and respite care providers; inspect physical structure of the prospective foster home d. Evaluate, determine, and issue licenses for prospective foster parents utilizing the SAFE home study. e. Re-evaluate foster parents to ensure ongoing compliance with licensing guidelines and required quality of care. f. Educate foster and adoptive parents regarding trauma, roles and responsibilities, and the common dynamics related to placement of children through orientation and on-going training. g. Conduct long and short-term permanency and case planning with foster parents. h. Maintain availability to foster parents after hours for urgent matters, foster children and placements

* Maintain strict departmental security, confidentiality, and quality to meet professional standards of the department
* Ability to set and meet priorities, meet strict deadlines and the ability to successfully cope with challenging situations and conditions
* Must present a professional appearance and demeanor as a representative of the Oneida Nation in dealing with the general public
* Knowledge of available support program and services (eg TANF, housing, mental health, AODA)
* Knowledge of tribal, federal, state and local regulations

Must pass a pre-employment drug screen and adhere to the Nation Drug and Alcohol-Free Workplace Policy.

A Tuberculosis (TB) Screening and/or a 2 step TB Skin Test is required within thirty (30) days of employment.

Must provide a copy of diploma/degree, license, or certification upon employment.
