After successful completion of the probationary period, employee will receive off probation wage increase.


Summary:

This position will provide operational analysis within the Division of Public Works (DPW). The analyst will monitor budgets, processes, and strategies to assist the division in identifying problems and potential solutions particularly related to finance, contracts, and assets.


Responsibilities:

* Develop fiscal year budgets for all DPW areas, to include Automotive, Groundskeeping, Custodial, Administration, Transportation, Planning, Buildings and Plumbing, Safety and Administration.
* Facilitate financial planning of DPW as well as departments and areas within DPW.
* Collaborate with Divisional/Tribal entities for improving fiscal management of Tribal, Federal, State and other funding.
* Consult with the Division Director on staffing, personnel, conflict resolution matters, planning, performance appraisals, process issues, program and fiscal monitoring and evaluations.
* Advise on preparation and updating operational plans to include, but not limited to, standard operating procedures (SOP), regulations, goals, objectives and funding requirements.
* Coordinate all capital and operational budgets. Instruct staff on ensuring quality budgeting efforts and set performance measures.
* Conduct broad financial analysis and determine optimal funding levels.
* Assist in the development, implementation and updating the DPW operational and strategic plans.
* Provide technical assistance to include, but not limited to: completion of Tribal forms, contract preparation, and other areas as needed or required and act as information/referral source of financial matters.
* Assist areas and departments within DPW to establish processes related to inventory management and tracking.
* Assist areas and departments in monitoring and tracking expenditures for grants and programs such as the Tribal Transportation Program. Develop tracking process for projects and payment disbursals.
* Plan, develop, implement, and monitor internal Accounting SOP's including monthly variance reports as required for Treasurer's Report and completion of all correspondence developed for Tribal Treasurer in regard to budgetary questions.
* Adhere to deadlines for month and year-end closing for financial and management reporting.
* Monitor, and ensure the correctness of the general ledger and financial statements for the DPW.
* Interface with the Controller, Accounting Manager and the General Accountant on all pertinent accounting or procedural matters.
* Assist the DPW Managers in job history and review, budgeting, and cash flow.
* Train managers and support staff on generally accepted accounting principles and Tribal procedures.
* Practice excellent customer service skills at all times to include, but not limited to, addressing customer and employee needs courteously and promptly.

Must pass a pre-employment drug screen and adhere to the Nation Drug and Alcohol-Free Workplace Policy.

A Tuberculosis (TB) Screening and/or a 2 step TB Skin Test is required within thirty (30) days of employment.

Must provide a copy of diploma/degree, license, or certification upon employment.
