The Lead Data Analyst plays a critical role in driving enterprise-wide, data-informed decision-making by leading complex analytics initiatives and partnering with senior leadership to solve high-impact business challenges. This position is responsible for designing and delivering scalable data solutions, ensuring data integrity through governance stewardship, and transforming complex datasets into strategic insights that influence organizational priorities. Leveraging advanced analytical skills, statistical techniques, and modern tools such as SQL, Python, and data visualization platforms, the Lead Data Analyst uncovers trends, builds performance metrics, and communicates findings through compelling data narratives. They serve as a trusted advisor to cross-functional teams, manage high-visibility projects, and mentor junior analysts to strengthen organizational analytics capabilities. As a champion of data quality and literacy, this role plays a key part in fostering a culture of accountability, continuous improvement, and strategic agility—enabling the Ministry to proactively respond to evolving needs within the dynamic healthcare landscape.
Qualification(s):
Education: Degree(s) in data analytics, statistics, mathematics, computer science, technology or related field experience.
Experience: Five (5) years of relevant technical or business work experience or knowledge in data analysis, business intelligence, or a related technical field, with a proven ability to deliver insights that influence strategic decision-making.

- Cultivates strategic partnerships with senior leaders and cross-functional teams to understand complex business needs, define analytical objectives, and ensure alignment with enterprise goals and organizational priorities.
• Leads the elicitation and documentation of technical and business requirements, ensuring clarity and cohesion to support the development of scalable, sustainable, and high-impact data solutions.
• Serves as a steward of data governance and integrity, supporting the enterprise data dictionary, enforcing governance frameworks, and fostering a culture of accountability and trust in data across the organization.
• Oversees and executes large-scale, complex analytics initiatives, managing timelines, resources, and deliverables to drive measurable business value and strategic outcomes for the Ministry.
• Champions enterprise data stewardship, ensuring the highest standards of data quality, security, and regulatory compliance, while identifying and implementing continuous improvements in data management practices.
• Leverages advanced statistical and analytical techniques to uncover patterns, trends, and correlations across large enterprise datasets, generating insights that shape high-level decision-making and support organizational transformation.
• Translates complex data findings into clear, actionable insights, communicating strategic recommendations to operational and executive leaders in a way that informs and influences decision-making.
• Defines, develops, and monitors key performance indicators (KPIs) and business metrics to evaluate and track performance, identify opportunities, and support a results-driven culture.
• Ensures rigorous data validation and testing processes to maintain accuracy, consistency, and compliance with PHI regulations and internal governance policies.
• Collaborates across the Enterprise Data and Analytics Office (EDAO) to foster alignment, share knowledge, and ensure integrated, high-impact analytics delivery across initiatives.
• Designs, builds, and maintains interactive, enterprise-standard dashboards and reports, delivering compelling data stories that empower stakeholders and support strategic planning.
• Mentors and guides junior and mid-level analysts, fostering skill development, promoting best practices, and building analytical capabilities across the team.
• Promotes organizational data literacy, delivering user education, training resources, and ongoing support to strengthen the use and understanding of analytics products across the organization.
• Leads through change in a dynamic healthcare environment, anticipating industry trends, adapting to evolving ministry needs, and helping position the organization for long-term success.
