General Summary of Position
Responsible for developing a sourcing strategy, setting priorities based on greatest impact on cost of goods,services and equipment, lead times, product availability, and total cost of ownership, expansion of supply agreements with key supplier/partners, and broadening the MedStar sourcing footprint. Develops, tracks, and reports key performance metrics. Coordinates with all levels of management to gather, analyze, summarize,and prepare recommendations on sourcing strategies, practices and procedures. Responsible for management of all activities regarding contracting with suppliers. This includes but is not limited to supplier selection, contract negotiation, contract implementation, contract utilization tracking, providing contracting support on new strategic programs and projects, and maintaining effective partnerships with our distributors,manufacturers, and other suppliers. Actions include negotiating non-GPO contracts, review existing, new and revised GPO agreements. Leads standardization efforts relating to equipment, consumables, and services.Develops and executes sourcing strategies that reduce total cost at ownership (TCO) for capital, medical,surgical, service supply expense. Work with natural owners to ensure sourcing process is embraced by the organization. Has the ability to manage contracts and vendors for a variety of service lines. Serves as the primary negotiator for high-value and/or high-risk projects.


Primary Duties and Responsibilities

  • Administers contracts to ensure continuing competitiveness, resolves problems, and addresses issues throughout the term of the contract. Administers system, regional, and local contracts for owned and affiliated facilities in a timely and professional manner, and insures terms are always current and competitive.
  • Collaborates with Clinical Value Analysis teams and physician leaders to review and optimize utilization of supplies in order to achieve industry leading supply expense management metrics.
  • Contributes to the achievement of established department goals and objectives and adheres to department policies, procedures, quality standards and safety standards. Complies with governmental and accreditation regulations.
  • Establishes supplier improvement targets in cost, quality, delivery, and inventory reduction. Identifies and pursues new procurement and contracting opportunities with diverse suppliers.
  • Follows defined procedures to ensure efficient administration of contracts, including appropriate filing and record management and professional purchasing practices and techniques. Maintains complete and accurate contract documentation pursuant to established guidelines.
  • Identifies key business partners and develops strategic partnership programs that maximize all aspects of relationship in order to realize optimal value. Develops and implements Master Service Agreements" with multi-division suppliers in order to achieve efficiency in the contracting process.
  • Keeps abreast of market trends, changes in business practices, and new or altered types of materials and services entering the market. Analyzes key trends in global supply chain and industry in general.
  • Leads all aspects of supplier negotiations, including contract terms, pricing, price re-determinations, and performance management. Provides leadership in developing key long term supply contracts to achieve continuous improvement. Manages contracts to ensure cost, service, and quality requirements are met.
  • Maintains currency with GPO programs and national contract awards, as well as supply chain and healthcare issues and trends. Reviews purchasing information /data to verify facility contract compliance with national group purchasing contracts and system-wide purchasing initiatives.
  • Meets regularly with vendors to verify pricing, service, and quality commitments are met. Prepares and implements action plans with follow-up for vendors failing to meet performance requirements. Validates accuracy of pricing/price updates provided by suppliers (i.e. conformance with GPO and/or system-level contract terms and conditions, etc), assesses annual impact of price and contract changes. In conjunction with purchasing ensures unauthorized price changes do not occur.

  • Participates in multidisciplinary quality and service improvement teams as appropriate. Participates in meetings, serves on committees and represents the department and hospital/facility in community outreach efforts as appropriate.

  • Prepares Request for Proposals (RFP) documents pursuant to policies, analyzes vendor responses for conformity with MedStar Health standard business terms and product/service-related requirements.
  • Responsible for the successful strategy, development, and execution of assigned contracting programs to maximize efficiency, cost savings and reduce liability exposure. Identifies and investigates all cost of ownership opportunities relative to potential acquisitions and purchasing affiliations.
  • Works directly with clinical, administrative and physician leaders to monitor supply expense, present value propositions, and optimize performance for assigned clinical service area.

    Minimum Qualifications
    Education

    • Bachelor's degree in Business, Supply Chain Management required or
    • related field. required and
    • A MBA/MS preferred

    Experience

    • 10+ years Experience with large dollar negotiations with individual contracts at the $3,000,000 annual level or greater. required and
    • Experience in the specialty of material procurement, contract negotiations, materials bidding, and contract/cost analysis with a proven history of managing significant cost reduction initiatives. required and
    • Previous vendor or group purchasing experience preferred

    Licenses and Certifications

    • Certified Materials & Resource Professional (CMRP) Certified Material Resource Professional (CMRP) preferred

    Knowledge, Skills, and Abilities

    • Strong analytical skills.
    • Advanced working knowledge of Microsoft Excel and Access software applications.
    • Working knowledge of Microsoft Word and PowerPoint, and statistical software applications preferred.
    • Verbal and written communication skills.


    This position has a hiring range of $95,014 - $182,124
