General Summary of Position
Under the general direction of the Director of Data & Analytics, manages the reporting and analytics team for the Health Plan. Manages, mentors and trains a group of health analysts for both the Maryland and DC office. Oversees the development and production of high-quality analytic reports for use internally and externally. This includes overseeing the quality of health analytics performed by the team, managing an internal report request process to ensure that data reports are developed and delivered on time and are of the highest quality. Identifies process improvement opportunities across all areas within the position's purview and makes recommendations or implementing changes to maximize efficiency and quality of analytic work. Responds to inquiries and questions from internal and external sources, interpreting and explaining reports, data, and other statistical information, financial policies, and procedures as needed. Works collaboratively with all departments including IS, Finance, Case Management, Population Health, Member Growth, Quality, Compliance and Provider Relations.


Primary Duties and Responsibilities

  • Develops department goals, objectives, policies, and procedures in collaboration with the Director of Data and Analytics.
  • Develops and recommends department operating budget and manages resources according to the approved budget in collaboration with the Director of Data and Analytics.
  • Selects, trains, orients, mentors, and manages department staff. Develops standards of performance, evaluates performance, and conducts performance management planning. Maintains ongoing communication with staff to review programs, provide feedback, discuss new developments, and exchange information.
  • Conducts accurate, meaningful, and actionable analysis to support the needs of SLT, department directors/managers and other stakeholders.
  • Designs and develops meaningful and actionable models and dashboards for monitoring operational, financial, quality, productivity and/or clinical performance. Develops and leads/manages work plans driving accountability and achievement of timeline, meeting all established goals and deadlines.
  • Establishes and manages production data and analytics processes and deliverables. Develops and performs QA processes to ensure data accuracy. Troubleshoots issues and errors. Enhances analyses and dashboards as requested. Creates innovative solutions to automate the production of standard reporting and dashboards.
  • Responsible for documentation of business requirements, data dictionaries, operational support guides and other relevant documentation to support the design, development, governance, and sustainment of dashboards and analytic tools.
  • Partners with key stakeholders to understand operational challenges, needs and processes to develop KPI's, dashboards and other effective tools/analysis for measuring, improving and managing HealthPlan performance.
  • Provides education and coaching as needed to ensure stakeholders understand and effectively utilize reporting, analysis, dashboards and other key data tools.
  • Builds a team that communicates data analysis, so it clearly tells a story and provides a guide to action.
  • Participates in multidisciplinary quality and service improvement teams as appropriate. Participates in meetings, serves on committees and represents the department and MFC as appropriate.
  • Develops departmental action plans to achieve and maintain positive survey results for the department.

    Minimum Qualifications
    Education

    • Bachelor's degree in Business or Informatics or related field required and
    • Master's degree or MBA in related field preferred
    • One year of relevant education may be substituted for one year of required work experience.

    Experience

    • 5-7 years Experience in reporting, analytics, visualization, and/or data analysis, preferably in a leadership role. Including experience in a healthcare environment. required and
    • 3-4 years Operational and/or clinical data experience required
    • One year of relevant professional-level work experience may be substituted for one year of required education.

    Knowledge, Skills, and Abilities

    • Strong interpersonal skills, organizing awareness, and communication skills.
    • Strong facilitation and presentation skills.
    • Ability to understand the business need(s) and conduct appropriate analysis to translate data into actionable insights.
    • Advanced skill in MS Excel, MS Access, SQL, and Tableau.
    • Knowledge of a variety of machine learning techniques (clustering, decision tree learning, artificial neural networks, etc.) and their real-world advantages/drawbacks.
    • Knowledge of advanced statistical techniques and concepts (regression, properties of distributions, statistical hypothesis tests, proper usage, etc.) and experience with applications.


    This position has a hiring range of $95,014 - $182,124
