General Summary of Position
Monitor and remain knowledgeable of clinical quality related state [Maryland HSCRC] and federal [CMS] programs impacting reimbursement [i.e. Pay for Performance Programs] as well as for system level annual acute care clinical improvement priorities. Support the activities and priorities of the Assistant Vice President Quality and Senior Director Hospital Quality Programs and Clinical Quality, with accountabilities related to (1) supporting the preparation of leadership updates and recommendations related to key regulatory changes, (2) developing standard system level presentations, and performance dashboards (3) supporting the development of educational materials to support understanding of key Pay for Performance and Reputational Programs. May support multi-site interdisciplinary improvement activities with the goal of improving patient care, enhancing shared learning and improving performance on identified key metrics. Guided by the Senior Director Hospital Quality Programs and Clinical Quality, has diverse but related responsibilities that support clinical quality monitoring and improvement across the diversified delivery network, with particular emphasis on metrics that are included in pay for performance/regulatory programs and annual clinical improvement priorities as identified by system leadership.


Primary Duties and Responsibilities

  • Tracks and remains knowledgeable of all relevant clinical pay for performance and reputational programs for MD and DC hospitals including specific metrics, relevant tracking timeframes and measurement parameters: (baseline period, performance period, payment periods) and potential for financial impact and public reporting.
  • Collects, stores, manages and is knowledgeable of all relevant regulatory quality reports distributed by CMS and HSCRC. Working collaboratively with others in the department routinely report on system level results and offer actionable interpretations to leadership.
  • Supports performance tracers and modeling of financial impact from pay for performance programs and ranking changes associated with reputational programs.
  • Supports the development of key system reports and recommendations, such as annual hospital president goals and annual hospital quality measures updates.
  • Supports the ongoing monitoring of relevant quality metrics, pay for performance, and reputational programs, and serves as a reliable source for relevant information.
  • Assists in the development of monitoring systems that track outcome data to evaluate successful implementation of quality improvement initiatives.

    Minimum Qualifications
    Education

    • Bachelor's degree Business, Policy, Economics, or healthcare field required and
    • Master's degree Business, Policy, Economics, or healthcare field preferred

    Experience

    • 5-7 years Experience in a healthcare setting or healthcare associated/focused institution required and
    • 1-2 years Experience working in a Quality, Safety, Regulatory Environment preferred and
    • 1-2 years Experience with TJC accreditation, Process and Performance Improvement, and Data Analytics. preferred

    Licenses and Certifications

    • CPHQ - Certified Professional in Healthcare Quality CPHQ (Certified Professional in Healthcare Quality) certification Upon Hire preferred

    Knowledge, Skills, and Abilities

    • Ability to work collaboratively across the organization.
    • Ability to organize and prioritize multiple, complex projects simultaneously.
    • Excellent verbal and written communication skills/proofreading ability.
    • Good analytical and problem-solving ability
    • Experience with Tableau or relational databases
    • Naturally curious and driven to understand complexity
