General Summary of Position
Supervises a Payroll Processing team of 7+ associates including Payroll Specialists, Payroll Garnishment Specialists, Sr Payroll Processing Specialists, and Payroll Assistants in a high-volume center service center environment.
Primary Duties and Responsibilities
- Develops department goals objectives policies and procedures. Ensures compliance with business unit policies and procedures and governmental and accreditation regulations.
- Develops and recommends department operating budget and manages resources according to approved budget.
- Selects trains orients and assigns department staff. Develops standards of performance evaluates performance and conducts performance management planning. Initiates or makes recommendations for personnel actions. Maintains ongoing communication with subordinates to review programs provide feedback discuss new developments and exchange information.
- Adheres to and ensures compliance with department policies procedures quality standards and safety standards.
- Assists Payroll Director in developing Payroll Department budget. Partial budget responsibility for the area supervised; focused primarily on control of personnel related costs.
- Collaborates with General Accounting Accounts Payable Human Resources ERP and Benefits staff with problem resolution and reporting as needed.
- Collaborates with other Payroll department Leaders to create and maintain a culture that embraces the MedStar SPIRIT Values within the Payroll department.
- Continuously evaluates Payroll department processes and procedures and recommends improvements in order to further the Payroll department's goal of being a High Reliability Organization (HRO).
- Develops and executes plans related to departmental goals process improvements etc. providing leadership to project team members.
- Identifies training requirements and opportunities for the Payroll staff and ensures that training is executed in a timely manner within departmental financial constraints.
- Leads the processing of special payment requests such as manual check requests adjustments settlements grievance payments and garnishments escalations etc. Reviews and approves all manual checks for advances adjustments garnishments etc. ensuring such payments are in accordance with MedStar policies.
- Manages the day-to-day activities of the Payroll Processing staff. Performs Personnel Administration including staff selection and establishment of Goals and Performance metrics.
- Participates in meetings and on committees and represents the department and business unit in community outreach efforts.
- Participates in multidisciplinary quality and service improvement teams and maintains effective working relationships with other departments.
- Performs other duties as assigned.
Minimal Qualifications
Education
- Bachelor's degree in Business Administration or Accounting required or equivalent job experience required
Experience
- 10+ years Payroll experience utilizing an automated payroll system. Must be able to plan and execute projects independently required.
- 7 years of supervisory experience preferred.
- Peoplesoft experience preferred
Licenses and Certifications
- CPP or FPC Designation preferred

- Demonstrated ability to analyze resolve document and communicate complex payroll processes and problems.
- Demonstrated Team Leadership skill set that fosters a commitment to exemplary service and support to customers.
- Ability to collaborate with all levels of management, internal departments and external agencies in a thoughtful respectful and cooperative manner to resolve Payroll related issues.
- Strong working knowledge of Payroll, Payroll Tax and Microsoft Suite software applications.
- Time keeping systems experience is preferred.
- Excellent verbal and written communication skills.
- Excellent problem resolution skills.
This position has a hiring range of
USD $95,014.00 - USD $182,124.00 /Yr.
