Title and Summary

Manager, Public Policy Overview:

The Public Policy team is looking for a Manager Public Policy to lead the positioning of Mastercard views and its role as a technology company, with key policymakers and stakeholders in the Caribbean and Central America, which includes design and implementation of action plans to enhance relationships among MasterCard executives and policymakers. Develop opportunities and mitigate threats in key policy areas, building alliances amongst external stakeholders.

Role:
The role will also support regional-wide initiatives in Latin-America and potential support to projects in other countries of the region.
Role:

• Develop and implement public policy-related strategic plans for key issues, taking into account the competitive environment, key customers, new technologies, business models and global perspectives so as to protect and build corporate reputation while enhancing opportunities and mitigating threats.

• Interpret and influence the policy environment relevant for the company, navigating the key political, regulatory, economic developments in the financial services sector generally, but focusing specifically on payments-related developments.

• Assist in development and execution of MasterCard executives' outreach to policymakers, ensuring that external government relations are adequately managed. Represent the company before legislative bodies, regulatory agencies, in close coordination with Legal and Regulatory Areas. To do so, identify and ensure current awareness of key external constituencies, including Governmental & Non-Governmental Organizations and key opinion leaders that may have a positive/negative impact on our business.

• Work closely with outside consultants responsible for helping develop the strategy and supporting the execution of the strategy.

• Partner with key constituents (internal/external) to determine the most appropriate direction for building relationships and avoiding adverse legislative or public policy action. Identify potential threats and opportunities; seek to build alliances and coalitions with customers and other interested third parties, where appropriate.

• Align public policy related goals and activities with business objectives, working closely with the management in each market and regional/global verticals.

• Manage multidimensional projects across business units/region, successfully navigating throughout the organization to partner effectively with individuals from other departments and deliver results.

• The position will be accountable for identifying, convening and leading internal work groups to evaluate implementation of complicated requirements of new public policies and legislation and/or to analyze pending proposals and associated business and logistical implications; as well as provide updates and communications on prospective and pending public policy and legislative proposals and policy issues, and the surrounding political landscape to the global public policy team, region counsel, senior management and country managers.

• Keep apprised of developments with respect to any proceedings or quasi proceedings with policymakers, in coordination with Legal and Regulatory Department.

• Frequent travel is required, primarily within the Caribbean and Central America region, to meet with policymakers, business people and customers.

All About You:

Expected 5+ years working in public policy, legislative or government affairs position in a public policy, corporate, association or governmental context (preferably in the Caribbean and Central American region and preferably in payments industry or financial services sector).

Possess good judgment, a creative approach to problem-solving and the ability to function as a team player. Must be able to work independently and as part of a team. Must possess strong interpersonal skills, be a team player, and show appreciation of diverse cultural methods of working and doing business. Must demonstrate excellent written and oral communication skills in English and Spanish, and the ability to work well with business partners across the Division, the United States and with colleagues in other LAC Divisions and regions.
Demonstrate a proactive, time-sensitive, results driven approach in carrying out all duties, obligations, and responsibilities. Thorough, meticulous and attentive to detail but nevertheless able to prioritize, focus on the important rather than just urgent matters and get the job done. Must be able to contribute and operate effectively within a diverse multicultural organization.
